Position Description:
Chevron Pipeline Company is accepting online applications for a Facility Inspector (0608-50025955) located in Midland, TX, through August 23, 2006.
General Description:
- Facility Inspectors are proficient in pipeline inspection and construction work processes and act as representatives of Chevron when interfacing with third parties to provide the necessary encroachment protection for Chevron right of ways and the safe and efficient operation of assigned pipeline systems. They coordinate their own work and work with other team members and contractors in performing daily field inspection work. They act on their own initiative to identify and resolve or suggest resolutions for right of way encroachments, correct work place hazards, unsafe practices, security violations or environmental concerns. Facility Inspectors may act as a field team liaison with Subject Matter Experts and perform link pin or link pin type responsibilities.
- Facility Inspectors are process oriented with a focus on results. They apply technical and business principles and use quality tools and methods to make independent decisions in performing daily work. Facility Inspectors maintain a minimum of Hazwopper Level III and Level V certification. Knowledge of emergency response procedures have been demonstrated through hypothetical drills or actual experience. Facility Inspectors are capable of performing all of the Basic Pipeline and Team Based skills outlined at the Pipeline Trainee "A" and "B levels.
Team Based Skills:
- Participate in quality teams at the Field Team or Regional level to improve and standardized work processes. May lead sub-teams at the Field Team level. Develop and use metrics to analyze, improve and implement work process change.
- Assist in the training and coaching of other team members in Facility Inspection skills associated with assigned pipeline system(s).
- Provide input to, and implement the Business Plan at the Field Team level. Monitor and review financial performance metrics and recommend ways to improve the team?s financial performance. Track and trend assigned cost centers and cost elements.
- May act as Field Team liaison with Subject Matter Experts and perform link pin or link pin type responsibilities.
- Respond to inquiries regarding leaks, line locations and encroachments and take appropriate action to rectify.
- May coordinate the inspection, and documentation of facilities compliance checks, and track compliance checklists. Perform compliance inspections and participate in agency inspections.
Qualifications:
KEY JOB RESPONSIBILITIES:
- Attend contractor and municipality pre-construction meetings to represent Chevron right of way interests. Ensure that requirements for excavating in Chevron right-of-ways are made known, put on record and carried out by those performing the excavating work.
- Meet with contractors at the job site to review construction drawings and check for possible encroachments, lack of proper clearances, or even possible unsafe excavating practices. Schedule necessary pot holing, discuss and approve the method of excavating, as well as the required clearances. May recommend design changes or changes to excavation practices to resolve conflicts within Chevron right-of ways or facilities.
- Provide expert knowledge on the location of abandoned, idle and active facilities, and mark the location within a tolerance of 2' from either side of the pipe.
- Independently communicate and coordinate with contractors to schedule work in a manner that will not result in job delays but will still meet Chevron requirements to witness each excavation of our pipeline as it occurs.
- May act as contract and quality assurance compliance inspectors for CPL projects assuming on-site responsibility for the completion of the project as designed and stipulated in the contract documents.
- Perform a variety of functions in support of third party excavations near assigned facilities including; line-marking, line riding, witnessing line crossings to ensure our facilities are protected, performing basic pipeline coating repair and completing all CPL required documentation
- In consultation with the HE&S SME, dispose of, or direct the disposal of, waste generated as a part of daily worked performed in a safe manner and in compliance with all hazardous waste transportation and disposal regulations and requirements. With direction from the HE&S SME, prepare manifests for the shipment of hazardous wastes and prepare soil or other samples for shipment.
SPECIAL SKILLS/ADDITIONAL INFORMATION:
- West Texas Team Facility Inspector, reporting location will be Midland, Texas.
- This is a Safety Sensitive position.
- Relocation benefits will not be offered.
SELECTION CRITERIA:
- Effective basic computer and math skills. (Use of MS Word, Excel, E-mail).
- Effective Team member (Interpersonal skills).
- Effective communication skills.
- Ability to commit to and be comfortable with change.
- Knowledge of Pipeline field operations.
- Use of deductive reasoning skills for troubleshooting problems in the field.
- Experience in working in areas where Texas RRC or Federal DOT guidelines govern the work being performed.
- Ability to work independently with minimal supervision.
