Instrument Specialist - DPR

Shell Oil Products US is currently seeking an Instrument Specialist for its Deer Park, Texas location.

Responsibilities:
In this position, you will be responsible for acting as focal point for technical assurance and assistance to all departments at the site on issues related to instrument technology, problems, applications, and maintenance.

Key Accountabilities Include:
- Monitoring IPF test results and recommend changes to improve integrity and reliability, if needed
- Providing Instrument Technical Assurance overview for all field instrumentation
- Identifying new technologies and best practices for instrument applications
- Developing long term improvement plans using best available technologies
- Acting as Location Site Process Owner for IPF
- Providing Technical Assurance for all phases - Run and Improve - Sign Off on all IPF changes, Triconex Data Base Management and Security, Metrics Compilation, Testing Deferral Recommendations, Determines and Documents IPF Policy (Bypassing approvals, Tricon change procedure, etc)
- Providing system evaluation
- Providing existing System GAP Analysis, GAME implementation (Classification and Design Assessment of entire Refinery), Test Frequency determination
- Providing project support with significant involvement to drive optimal design and consistency while adopting established and setting innovative Best Practices; executing pre-screening work for proposed projects, participating in logic and operator interface development, FAT, test procedure approval, SAT, etc
Providing corporate support / location interface participating in policy setting (Metrics Setting, Pass/Fail Criteria, Alarming Strategy, Protection Guideline development, Proven in Use criteria, OSHA 1910 compliance, etc)
- Approving management of change for activities in which the Specialist is a key resource
- Approving location specifications
- Approving deviation from instrument codes and standards
- Participating in code deviation evaluations that impact Instrumentation but are under other discipline authority (NEC, boiler code, etc)
- Participating in incident investigations
- Conducting instrument technology application feasibility analyses
- Assuring compliance to approved control systems manufacturer/equipment list, EGGS and other technical requirements
- Participating in Control Systems 5-year Technical Plan
- Ensuring that instrumentation strategy is implemented consistently throughout the site
- Representing the site in corporate instrument engineering activities (Technical Networks, etc.), Instrumented Protective Function Process Implementation Network and instrument technical exchange
- Causing action on any TechNet assurance or new technology initiative
- Maintaining a system to hold the technical memory for the discipline
- Keeping current on new and Shell-approved technology
- Driving the process of sharing instrumentation knowledge across the site and/or company
- Using own experience from solving one problem to solve another
- Acting as Technical Assurance representative for Turbo-machinery Control (Speed and Surge)
- Supporting projects for proper implementation
- Supporting pre-screening work for small projects
- Supporting project CSE on EGGS, SMFL and Location Consistency compliance/waivers
- Attending selected P&ID Reviews Particularly any related to IPF
- Participating in Project SEO Reviews
- Providing backup support for Start Up coverage
- Providing backup Support for Turnaround coverage
- Understanding production area priorities, work plans, procedures and goals and how they fit with overall site plans, strategies and goals
- Promoting services by maintaining contact and good relationships with customers, the Production Teams and Project Teams.
- Supporting CSEs assigned to production areas on instrument problems and issues
- Assuring that proper documentation for equipment/systems in the site is maintained, attending appropriate specialty training courses, and participating in quality and safety programs
- Working closely with the Instrument Maintenance Group to identify problems and implement solutions to ongoing instrument maintenance problems
- Taking a lead role in providing technical assistance to maintenance work force, with strong working relationships with Maintenance Supervisors/Planners, Inspectors, Maintenance and Crafts
- Reviewing ongoing tracking of instrument maintenance history, recommending preventative maintenance requirements and changes in maintenance schedules and procedures as dictated by performance
- Recommending upgrade solutions to systemic instrument hardware problems
- Helping to coordinate activities of maintenance contractors and evaluate their performance
- Mentoring Control Systems Engineers and Instrument Discipline support staff regarding instrument technology and issues
- Communicating local and corporate policy requirements
- Working with operating departments to ensure that plant operators, foremen, process and production engineers, and CSEs to understand function, capabilities and limitations of process instrumentation

Requirements:
To be considered for this position, you must possess a Bachelor?s Degree or higher in Engineering and have approximately 10 or more years experience in Control Systems field support with heavy emphasis on instrumentation and approximately 5 or more years experience in a manufacturing or technical support environment.
