Nuclear Regional Public Affairs Manager

Exelon is currently seeking a Nuclear Regional Public Affairs Manager in our Kennett Square, PA office.  The qualified candidate will be responsible for the following:

Primary responsibility is to support the public outreach with government and community stakeholders around specific nuclear plants within a state in order to build political and regulatory margin on behalf of Exelon Nuclear.

Will be responsible for developing and implementing specific elements of the Nuclear Outreach Plan.

Functions as a contact with municipal governments and the district offices of state and federal elected officials located within the 10-mile EPZ (and often beyond) of designated nuclear plants in order to manage relationships with government and community organizations. 

The position, in close coordination with Nuclear Communications and utilizing appropriate plant and corporate resources, will address and communicate information to key external stakeholders on Exelon Nuclear, plant specific issues and well as current and emerging issues regarding the safe and economic operation of the nuclear facilities.

This position, working closely with the state and federal lobbyists, will conduct outreach to state and federal elected officials and their district office staffs concerning nuclear plant issues.

Secures a full and complete understanding and mapping of key stakeholders surrounding each nuclear facility?s EPZ. 

In coordination with the Nuclear Communications, works closely with local government officials and participates in appropriate civic and business organizations.

Helps in the development and communication of consistent messages on Nuclear corporate and plant specific issues to all stakeholders. 

This position identifies and implements ?best practices?, and utilizes all available resources such as the PAC, employees, grassroots initiatives, corporate contributions, etc. 

The position is required to coordinate all outreach activities with EED and Exelon Power representatives. 
 
PRIMARY DUTIES AND ACCOUNTABILITIES
In coordination with Nuclear Communications, establishes and maintains effective working relationships with municipal, county, state and federal elected officials and government department heads, boroughs, councils of government, economic development organizations, civic and business and political leaders and organizations relative to day-to-day and emergency response situations.

Represent the Company at appropriate government meetings and other after-hours meetings and forums. 

Manages the Public Affairs component and provides strategic direction to site leadership team on the development and execution of community outreach and related communications plans pertaining to high-impact projects, including, but not limited to, plant operational issues, independent spent fuel storage installations (ISFSI), license renewal, environmental issues, etc. 

Builds political and regulatory margin by actively engaging in outreach and garnering support from external stakeholders and decision makers.  Negotiate resolution of conflicts. 

In conjunction with Nuclear Communications, develops and maintains a network of support resources to resolve government and community related needs in an effective and timely manner.

Actively participates in economic development, business and community organizations to gain increased awareness of constituent concerns, attitudes and needs as they relate to Nuclear plants. 

Coordinates outreach with Nuclear Communications, Nuclear Regulatory Affairs, Nuclear state and federal lobbyists and EED, Power and Power Team representatives.

POSITION SPECIFICATIONS
Minimum:
3 to 5 years experience in public affairs, state government relations, public administration and/or community relations.

Prior experience with state and local government affairs activities.

Registration as a government affairs/lobbyist/legislative agent as required by state law and regulations.

Extensive knowledge of the local government legislative and regulatory processes.

Extensive knowledge of state and local regulations associated with lobbying and political interface.

Preferred:
Existing knowledge of federal, state and/or local policymakers, staff and other stakeholders.

Prior work experience with a major industry or government entity and an understanding of the energy sector.

Existing knowledge of the organization, composition and operation of the state and local government agencies.

POSITION SCOPE
Lead for Public Affairs & Issues Management at the local government and community levels on behalf of Exelon Nuclear for certain plants.

Responsible for managing the day-to-day interface with local policymakers and staff.

Responsible for adherence to applicable state and local laws and regulations regarding lobbying and political activity.

Coordination with other business unit government affairs professionals (Washington, D.C. Office, Energy Delivery, Exelon Power, Exelon Power Team).

Responsible for developing and implementing a Nuclear public affairs strategy in support of Exelon Generation.
