Planner/Scheduler- Chalk Point Generating Station
OVERVIEW: Develops plans and schedules for on-line work, maintenance and forced outages, planned outages, and projects. Transforms the complexity of competing work priorities into manageable tasks by clear articulation of work scope, established objectives, productivity metrics, work organization, and work schedules.
RESPONSIBILITIES:
Optimizes on-line and on-shift work schedules for resource utilization and priority in concert with the Operations Coordinator.
Optimizes Five Year, Ten Year, and annual Planned Outage Schedules for gross margin and reliability.
Manages backlog using internal and external resources to maintain the highest standards of safety, environmental compliance, and asset material condition
Ensures preventive maintenance, condition monitoring, reliability-centered maintenance, predictive maintenance, surveillance, and planned maintenance cause predictable reliability and prevent unplanned, unanticipated, and untoward incidents.
Drives reliability improvement by application of lessons learned, key results indicators, post outage critiques, post outage reports, best maintenance practices, and technology implementation.
Develops activity-based budgets to reflect best economy, expected scope, pre-outage forecasts, and final budget variance to plan.
Optimizes schedule duration, budget forecasts, and resource utilization by development and refinement of detailed schedule networks
Reports milestone achievement, schedule logic, budget forecasts, and project value-earned at least weekly for all significant outages and projects
Meets outage planning process milestones including commitments approval of project activities, pre-outage forecast(s), competitive bidding of materials and services contracts, outage duration, outage milestones, and resource assignments.
REQUIREMENTS:
Strong technical knowledge of power plant equipment, MAXIMO, scheduling techniques, managing variances, project management, project controls, activity based budgets, productivity metrics, reliability process tools, and work-planning.
Ability to develop budgets for CAPEX and O&M, provide detailed pre-outage estimates for planned outages and projects, provide detailed reports for tracking of outage progress, and detailed post outage reports.
Appreciates and implements disciplined rigor into planning, quality requirements, and performance management of internal and external work resources.
Proficient with Computerized Maintenance Management Systems such as Maximo, SAP, Microsoft Project, PRIMAVERA, and other project management tools
Proficient with project network techniques including Programmed Evaluation Review Technique, Milestone Schedules, CPM, Gantt Schedules, scheduling with resource limitations, minimal spanning, shortest route, sensitivity analyses, and dynamic programming.
Ability to construct, present, and make decisions using probabilities under uncertainty and conditions of risk including discrete random variables and expected value criterion with continuously distributed random variables.
Demonstrated experience history with MAXIMO, MS PROJECT, PRIMAVERA, SAP, and other project management tools
Good oral and written communications skills,
Strong planning capabilities and the skills to analyze and interpret data to make sound recommendations to the Engineering Group Leader and to Senior Management.

Preferred:
Root cause analyses track record and demonstrated ability to prevent repeat failures either caused by equipment and/or process design.
Process design, and PERT activity planning experience
Ability to prepare, present, and gain approval for project commitments
Ability to thrive and deliver results in an environment of multiple projects, with similar priorities - competing for the same resources.
Bachelors of Science in an Engineering discipline.
