Position Description:

Chevron Energy Technology Company is accepting online applications for an Alliance Manager (0608-50162588) located in Richmond, CA or Houston, TX through September 5, 2006.

This position reports to the Program Manager, Technology Projects and Alliances in the Process Technology Unit (PTU) of Chevron?s Energy Technology Company (ETC). The successful candidate will manage one or more of ETC?s Technical Alliances with industrial partner(s). The Alliance Manager is tasked to deliver results through application of sound business practices, project management planning and execution, commercial and contracting strategies and negotiations, and sourcing techniques. Alliance Managers are deployed on most external technology relationships with priority for those that are part of a key strategic program or initiative, or those that have complex stakeholder involvements.

The Alliance Manager is expected to be an active contributor during technical reviews and idea-generation sessions in one or more of the PTU functional areas: e.g. Separations / Reactors / Heavy Hydrocarbons / Molecular Transformations / Gas Technology / LNG and GTL / Process Consulting / Production / Labs & Pilot Plants.

This Manager will be based in Houston or Richmond, with travel to other Chevron locations and the location(s) of Alliance partner(s) as needed to fulfill the job responsibilities.


Qualifications:

KEY JOB RESPONSIBILITIES:

The Alliance Manager is accountable to manage a Strategic Research and/or Technical Consulting Alliance between Chevron and Industry Partner(s). This person will participate as a member of the Project?s Management Team to set strategic direction and to provide guidance for planning and execution of the work. This includes the following roles and responsibilities:
? Acts as internal change agent through fact-and knowledge-based influencing.
? Provides effective leadership and management in the development and implementation of Operational Excellence and ensures the project is fully compliant.
? Directly accountable for the successful implementation and execution of the strategies and the subsequent delivery of significant benefits to Chevron for the deliverables of the Alliance. This includes:
o Contracted Research and Development.
o Contracted test development and subsequent testing.
o Contracted installation and operations support.
? Negotiates leveraged contracts (International Master Agreements and Relationships) within delegated limits of authority for strategic services. Develops negotiating strategy with input from internal stakeholders, acts as key commercial expert during negotiations, and acts as primary contact for these suppliers. Liaison between Chevron Focus Areas, Researchers, and the Industry Partner(s) including:
Facilitating short or long-term visits and personnel exchanges.
Managing the preparation, submission, and evaluation of research and/or technical consulting proposals, including the negotiation of Project Development and Execution Plans.
o Managing the activities of third-party technology providers.
o Identifying and establishing Continuous Improvements and total cost reduction opportunities in close cooperation with Alliance Partner. Sets annual cost improvement targets and reports annual results. Conducts periodic performance reviews, addressing both performance metrics and Continuous Improvement activities.
? Liaison between ETC and other Chevron business units for coordination of technical projects carried out in cooperation with Industry Partner(s):
o Informing Chevron Focus Areas about the Partner?s capabilities.
o Reviews strategies with Chevron?s General Managers to ensure coordinated management and to ensure Chevron is maximizing leverage across all Business Units.
o Informing Alliance Partner researchers about Chevron?s Focus Area needs.
? Facilitation of Project Execution, including:
o Developing work programs and milestones with the team utilizing sound Project Management principles.
o Leading the process development of new technology during front-end loading and through staged phase gates until a project is halted or completed.
o Regular contact with Alliance Partner researchers.
o Periodic review of technical progress.
o Assistance as needed for Chevron personnel in project-management duties.
? Management of routine operations, including:
o Maintenance of financial and other records.
o Assuring compliance with applicable U.S. & local laws:
1. Ensures assigned contracts are in compliance with all company, industry and regulatory mandates (such as DOD sub-contracting plans, etc.).
2. Certification of Non-Segregated facilities.
o Periodic reports to the Alliance/Focus Area Decision Review Boards.



SPECIAL SKILLS/ADDITIONAL INFORMATION:
- Bachelor?s degree required in Engineering or Science discipline.
- Master?s degree preferred in Engineering or Science discipline.
- A MBA is desirable.

Education and Experience: BS (or higher) degree in engineering or science. Project Management experience and/or formal training. Ten years minimum experience in oil / gas / petrochemical industry.
