Assistant/Associate Engineer

The Agency

 

The Central Marin Sanitation Agency is located in San Rafael, the cultural, commercial and government center of Marin County, halfway between San Francisco and California's famous wine country.  CMSA is the wastewater treatment agency serving San Rafael, Larkspur, Corte Madera, and the Ross Valley area.  The Agency has 40 employees of whom 30 work in plant operations and maintenance.  The treatment plant?s average dry weather flow is 8 million gallons per day (MGD) and the peak wet weather flow is 115 MGD.  The total Agency budget is approximately $8.2 million for the fiscal year 2006-2007.  The Agency is also beginning final design of a $52 million Wet Weather Improvement Project that will begin construction in mid-2007, and the incumbent will play a major role in the WWIP during the 30-month construction project.

 

The Position

 

CMSA is recruiting for an individual who will serve as an Assistant or Associate Engineer.  This is a single position opening, and CMSA will hire for one or the other based on the overall level of qualified candidates and organizational fit.  Besides construction and project management for the WWIP, this position will perform engineering, project management, construction management and other technical services for the Agency?s regular capital improvement projects.  The incumbent will make complex calculations, perform design work, administer contracts, and maintain records. Additionally, the individual hired will conduct studies regarding capital projects as well as treatment plant processes and optimization.

 

Position Requirements

 

Assistant Engineer  - Bachelor?s degree in civil, environmental, or mechanical engineering from an ABET-accredited college or university is required.  One to two years? experience in a water treatment or wastewater treatment setting is desirable.  Possession of an Engineer-In-Training certificate is required.

 

Associate Engineer  - Bachelor?s degree in civil, environmental, or mechanical engineering from an ABET-accredited college or university is required. Four years professional engineering experience, including at least one year in a leadership capacity is required.  Experience with wastewater treatment is highly desirable. Current registration as a professional engineer in the State of California is required.

 

Compensation

 

The Assistant Engineer is a represented position (SEIU 949) and the Associate Engineer is a non-exempt management position.

 

The salary range for the Assistant Engineer is $5,667 to $6,889 monthly.

 

The salary range for the Associate Engineer is $6,668 to $8,105 monthly.

 Benefits

 

Retirement Program:  2.7% at 55 in the Public Employee Retirement System (PERS).  Agency pays full employee portion (8%) at the Associate level, and 7% (employee pays 1%) at the Assistant level.

 

Health Insurance:  Fully paid at the Kaiser family rate for employee and family; after retirement, fully paid at the Kaiser single rate for employee only (after 5 years? vesting).

 

Dental Insurance:  Fully paid for employee and family.

 

Life Insurance:  Agency-paid $16,000 policy at the Assistant level, $24,000 policy at the Associate level.

 

Vacation Leave: 80 hours (1-3 years service), 120 hours (3-7 years service), 160 hours (7+ years service).

 

Administrative Leave:  Additional 40 hours of leave annually at the Associate level.

 

Sick Leave:  Accrued at 8 hours per month.

 

Holidays:  13 paid holidays.

 

Safety Holidays:  Employees are awarded 8 additional hours of time off for each 6-month period during which no lost-time claim report is filed with the compensation insurance carrier and no on-the-job injury resulting in lost time is incurred.

 

Merit Pay: Performance-based merit pay of up to 5% per year.
