Contracts and Procurement Director (ESBG)

Description:
Key Duties:
o As a member of the ESBG leadership team the Contracts & Procurement Director sets the contracts & procurement strategic direction through:
- Participation on due diligence teams for acquisitions
- Working with other members of the leadership team to plan and implement the integration of acquisitions related to the contracts
- Coordinate KA staffing plans as strategic proposal pursuits are identified
- Working with the ESBG leadership to understand future KA staffing needs for talent and location
- Working with the ESBG leadership to ensure project contract compliance with company policies and client requirements
o The Contracts & Procurement Director provides contracting and procurement leadership, mentoring and development to KAs dedicated to or supporting ESBG proposals, procurement efforts and projects in the following areas:
- Go/No-go decision process
- Risk management assessment and planning
- Margin maximization
- Negotiation support to KAs and PMs on BG contracts, contract amendments and change orders
- Development of ESBG specific contracting policies and procedures
- Implementation of both ESBG and firm-wide policies and procedures
- Coordination of ESBG needs to establish a core dedicated team of contracts and procurement specialists
- Integration of KA support within ESBG projects
- Assistance in KA staffing decisions supporting ESBG projects
- Identification of sources of supply needs for ESBG's Project (materials and services) and coordinating the award of agreements
o Direct participation in pre-award and post-award contracting activities on targeted strategic pursuits and clients in the following areas:
Pre-award
- Liaison with clients' contracts groups and industry groups to formulate contract policies
- BG contract entity decisions - e.g. INC/CCI, LLC, JV's
- Teaming arrangements
- Risk management assessment and planning
- Go/No-go decisions and ORE completion and reviews
- Review of contract and development of contract briefs
- Pricing strategy and approach to maximize margin
- Assembly of KA and other business resources for strategic proposal pursuits
- Presentation of pricing and contracting strategies in Bid/Proposal Reviews
- Assembly and leadership of negotiation team
Post-award
- Coordination of KA staffing assignments to projects
- Transition award to KA delivery team to manage and administer
- Assistance, as needed and required, in project start up
- Assistance, as needed and required, to project delivery teams
- Establishment and monitoring of key metrics on projects
- Dispute and claim analysis, resolution, recommendation and negotiations
o Communication of and collaboration with the RCMs, other Directors, appropriate project delivery, legal, business development and operations managers to share ideas, insights, lessons learned, with regards to best practices, efficiencies, and business planning.

Qualifications:
Education: Bachelor Degree in Business or related field

Job Experience: 15 years of directly applicable contracting and procurement experience with industrial/commercial, municipal, state and federal customers

Specialized Skills:
- Strong knowledge of federal, state and local contracting, bidding/proposals, source selection, and procurement laws and regulations
- Demonstrated effective negotiation skills
- Strong knowledge of contract law
- Strong knowledge of generally accepted audit standards and federal cost principles
- General familiarity and experience with international contracts and procurement practices
- Demonstrated ability to effectively manage staff
- Strong verbal and written communications skills
- Strong risk management skills
- Strong financial, pricing, and business management skills
- Knowledge of the core BG markets, clients and internal functions (project delivery, business development and planning, staffing, and technology)
- Strong team-building and people skills
