Job Title: District Engineer
Summary
Plans and directs activities concerned with water utility systems installation, operation, maintenance, and service by performing the following duties personally or through others.
Essential Duties and Responsibilities
Essential duties and responsibilities include the following. Other duties may be assigned.
Provides engineering and technical direction for planning and design of water utility projects including, pump stations, water mains, and other appurtenances.
Reviews utility plans submitted by developers to determine whether they meet organizational requirements.
Calculate construction fees required for new developments.
Conducts studies such as economics of systems operation, water distribution, or relative equipment performance to determine most feasible approach to meeting organizational and technical problems.
Works with municipal, county, state and federal officials as well as private engineers, subdivision developers, property owners and others in coordinating District and special projects.
Responsible for operation and maintenance of District Project Tracking System.
Assists with water system locates in the office.
Assists with collecting and analyzing supply and demand data to determine annual rental water availability and future needs assessment.
Maintains a working knowledge of the District hydraulic model to ensure optimum system operation.
Assists with the development and maintenance of the District Geographic Information System (GIS).
Ongoing development of emergency action plan to meet customer needs during critical system failure.

Qualifications

Education and/or Experience
Bachelor's degree (B. S.) from four-year college or university; and five years related experience and/or training; or equivalent combination of education and experience.
Language Skills
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Mathematical Skills
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Computer Skills
To perform this job successfully, an individual should have knowledge of Computer Assisted Drafting (CAD), Geographic Information System (GIS), Hydraulic Modeling, Internet, Project Management, Spreadsheet and Word Processing software packages. Familiarity with Global Positioning System (GPS) technology is a plus.
