Engineering Quality Assurance Manager

General Dynamics C4 Systems provides space-based and ground-based communications products and integrated systems for a multitude of government and commercial applications worldwide. Specific products include deep space transponders, space based GPS receivers, complex spacecraft payloads, theater deployable communication systems, and individual combat identification systems.

The Engineering Quality Assurance manager will report to the Director, Engineering Process and Environment and will be responsible for managing, coordinating, and administrating the engineering quality assurance program at GDC4S East. The EQA program applies to all development and maintenance activities to ensure that they are in compliance with established organizational processes that have been appraised at CMMI Level 5 as well as additional contractual requirements.
Candidate should be well versed in principles of quality assurance and overall development/maintenance methodology and have knowledge of best practices. Candidate should have excellent CMMI knowledge/experience, be well organized and able to stand up to Program personnel in regard to implementation of required processes.

Job Responsibilities
? Evaluate schedules, budgets, staffing requirements to plan and allocate EQA resources.
? Perform goal setting, performance reviews and training plans and career development for all personnel in the assigned QA group
? Manage EQA personnel responsible for performing EQA activities based on established organizational CMMI Level 5 processes. Activities performed by EQA personnel include,
? Developing EQA plans to address organizational and project specific requirements
? Interfacing with customer representatives throughout the development and assure proper submittal of product for final acceptance/sell-off
? Performing hands-on inspection activities on an as required basis.
? Preparing, reviewing and updating cost and schedule estimates as needed to support programs or proposals
? Interface with other functional areas (e.g., Program Office, Operations and Materials Management, and Engineering functions, proposal teams) on quality issues.
? Proactively work to develop, analyze and recommend improvements based on process measurements. This includes specific QA process goals as well as initiatives in GDC4S as a whole.
? Provide Sr. Management periodic measurement analysis reports
? Participate in GDC4S organization-wide Quality forums
? Participate and support external audits (e.g. ISO) and appraisals (e.g. CMMI)
? Manage the Process Improvement Request and Corrective Action system by analyzing requests, directing them to the appropriate engineering functions and managing them to closure.
? Perform backup QA Engineering functions, on an as required basis.
? Perform all other related miscellaneous duties as assigned.

Thorough understanding and broad application of technical standards, principles, theories, and techniques including CMMI and ISO
Strong understanding of SW development on DoD contracts
Knowledge of Microsoft tools (Excel, Project, Access, Word)
Leadership skills and strong interpersonal skills, including written and verbal communication skills
Work under minimal supervision.
Requires excellent communication and interpersonal skills. Ability to work in a collaborative environment. Ability to interpret and disseminate contract information to a work group is mandatory.
Candidate must be able to obtain and maintain a ?Secret? level clearance.
