Background
Opportunity at the Reagan Test Site (RTS) located in the exotic and tropical island of Kwajalein in the Republic of Marshall Islands. Reagan Test Site (RTS) complex includes a variety of radar, telemetry, and other instrumentation and communication systems. This location is a beautiful, tropical setting in the central Pacific that offers year-round water sports and many other recreational activities. Kwajalein is similar to most American communities with schools, hospital, stores and all public works. Crime is virtually non-existent and so is traffic, private automobiles are not authorized and bicycles are the primary mode of transportation. Facilities Civil/Structural Engineer IV ( Full Time / Unaccompanied)
Responsibilities: Serve as a professional civil/structural engineer performing project management duties in support of a military installation or complex. Specific duties include: managers design team and orchestrates the planning, design, cost estimating, and phased scheduling of the project. Coordinates with other civil engineering functions, environmental, safety, contracting, and appropriate manager and staff elements. Provides guidance to team members, monitors their progress throughout the project, and gives input to supervisors on performance. Serves as the design liaison with the Army Corps of Engineers (COE) or other design agencies as required. Maintains current civil and structural engineering data for assigned projects. Primary representative for projects assigned to verify that programming requirements are complete, design requirements are complete, funding coordination is complete, in order to deliver a complete project ready for release for construction. Project manager for civil and structural engineering planning and design work for substantial multi-phase new construction, renovation, and improvement projects for a variety of real property facilities. Projects are usually larger and/or more complex requiring more in-depth research and study prior to actual construction. Projects will include civil engineering services related to the paved surfaces, drainage system, utilities (water, sewer, gas, fuel, etc?) piers, buildings and miscellaneous structures. Consulting engineer for civil related design aspects of assigned projects. Provides professional consultations on a broad range of difficult civil and structural engineering issues and problems, and provides advice to requesting organizations. Interfaces with contractors, COE, architect and engineer firms, and contracting officers to resolve unforeseen problems during design, identifies regulatory restraints, and facilitates the exchange of information to expedite work. Keeps current with emerging technologies for programmed development. Uses computers and software such as information management programs, computer aided design and drafting (CADD) and project tracking programs to solve engineering problems and facilitate work. Keep current on relevant software applications. Complies with health, safety, and environmental rules and procedures, and performs work in a manner that enhances the safety of the work environment. Observes that federal state and local codes concerning health safety and environment are strictly adhered to in the programming design and construction of real property facilities. Accountable for timely completion of all work, working closely and harmoniously with other employees, and adherence to contract requirements and CDC policies. Perform other duties as assigned.
Requirements: BS degree in Civil Engineering, valid state professional license in Civil Engineering (or ability to obtain one in 6-12 months) Must have 4-10 years of full time direct experience within the field of Civil engineering, Professional knowledge of a broad range of civil engineering concepts, principles, and practices, and familiarity with other engineering disciplines and architecture. Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials and equipment to determine compliance with federal, state, and local codes and regulations. Knowledge of standard contracting regulations, practices and procedures. Knowledge of health, safety and environmental requirements as outlined in applicable standards regulations and/or technical orders. Knowledge of program planning and budgeting cycles financial control and budget systems management. Knowledge of local state and federal environmental principles, practices, procedures and regulations. Knowledge of work classifications and t he regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds. Ability to plan conduct and record site/facility surveys and inspections. Ability to research, analyze, interpret and apply rules, regulations and procedures in a variety of situations and recommend timely and economical solutions. Ability to plan and organize work and coordinate the work of other engineering disciplines and architects. Ability to communicate effectively both verbally and in writing and maintain good working relations wit h internal and external customers. Desire valid state professional license in Structural Engineering as a separate discipline from Civil Engineering, Familiarity wit h US Army procedures, programs and met hods, regulations and resources. Strong background in construction of buildings. Prefer Advanced degree in civil engineering including familiarity with project management or related building sciences program, compre hensive knowledge of t he installation/command mission and organization and members hip in professional engineering organizations.
