JOB SUMMARY:
The U.S. Department of State, Overseas Buildings Operations, Operations and Maintenance Office, Facilities Management Division has an immediate opening for a General Engineer as a Personal Services Contractor (PSC). The Overseas Buildings Operations manages, directs, and establishes policies for the worldwide overseas buildings programs in order to provide safe, secure, and functional facilities for the conduct of U.S. Diplomacy and the promotion of U.S. interests.
MAJOR DUTIES:
The incumbent serves as a General Engineer in the Facilities Management Division, Maintenance Support Branch and is responsible for providing maintenance management services to posts worldwide. This may include, but is not limited to, overseas travel to survey, technically assess, inspect and document mechanical/electrical systems located in U.S. Government owned and long-term leased office and residential properties including chancery and consulate office buildings. In addition, the incumbent develops detailed plans to modify, upgrade or replace the operating and maintenance procedures for major building systems in order to provide the most technically sound and cost effective solutions; performs technical review of designs or proposals developed by post, outside contractors or other agencies to assess the maintainability and ease of operation; manages alteration, repair and replacement projects; prepares specifications, and performs technical design reviews and proposal evaluations. The incumbent must be able to communicate effectively both orally and in writing and should be able to prepare clear, concise and accurate technical reports in short order to meet Division deadlines. Incumbent will report to the Program Manager of the Facilities Evaluation and Analysis Program (FEAP). Although based in Washington, this position will involve extensive overseas travel, reimbursed at standard Federal government rates for airfare, hotel, meal and incidental expenses.
MINIMUM REQUIREMENTS:
Applicant must possess practical knowledge of principals and practices of a broad range of facilities management fields (i.e., civil, electrical or mechanical, controls) and experience working in an overseas environment. Applicant should be registered as a professional engineer and have working knowledge of building mechanical/electrical systems, building codes, and computerized maintenance management systems. Applicants who are experienced in international contracting and are able to conduct maintenance staffing studies that includes facility condition assessments and comprehensive maintenance planning are preferred. He/she must be physically qualified, with realistic accommodation where appropriate, and agreeable to conduct on-site investigation of building system in a variety of climates, site locations, and working conditions, including, but not limited to, climbing outdoor ladders, walking roofs, inspecting underground trenches, and working in very hot or very cold outdoor temperatures.
The applicant must be available to travel overseas for trips of up to four weeks in duration 5 to 7 times per year, with no impediments that would prevent travel and multi-day stays in developing countries, that do not have the same sanitary, healthcare, and environmental conditions that are commonplace in the United States. He/she must be experienced in using a variety of software applications, including Microsoft Windows XP, Word, Excel, Access, PowerPoint, AutoCAD or equivalent, and be able to communicate effectively orally and in writing. This position is a one-year renewable personal services contract (PSC) at either the GS-12 ($65,048-$84,559) or GS-13 ($77,353-$100,554) grade level depending on education and experience. MANDATORY REQUIREMENTS:
Applicant must be a U.S. Citizen (Failure to state this on your original application will render you ineligible for consideration.). Applicant must be able to obtain a Top Secret Security Clearance. A degree from an accredited university as an engineer is required. Applicant must have five years of directly related experience in the field of Facilities Management.
Relocation expenses are not authorized.
Extensive Overseas travel required; up to 4 weeks in duration, 5 to 7 times per year with reimbursement at standard federal government rates for airfare, hotel, meal and incidental expenses.
