Ground Systems Engineer

Position Summary:

 

The Engineering Mission Operations Support Services II (EMOSS II) program is seeking a highly motivated Ground Systems Engineer to provide engineering support to the ground system at the new NOAA Satellite Operations Facility (NSOF) in Suitland, Maryland. The EMOSS II contract performs spacecraft and ground system engineering services for the NOAA Office of Satellite Operations (OSO) Geostationary Operational Environmental Satellites (GOES) and Polar Operational Environmental Satellites (POES) satellite constellations.

Perform engineering support functions for the ground system during operations and sustainment activities under the supervision of NOAA ground system engineers as well as working independently. The Ground Systems Engineer provides technical expertise to operations on the ground system to include space/ground links, ground station support equipment, data transport systems, all ground software, hardware and architecture, interfaces with the Command and Data Acquisition (CDA) facilities and all other internal and external interfaces. The Systems Engineer will participate on anomaly resolution teams and provide technical support to all other mission operations team members.

Essential Duties and Responsibilities:

 

Duties will include, but are not limited to: Review mission plans, procedure changes. Provide technical interface, when needed, with satellite, sensor, and ground software factor. Review all data on performance from the mission planner and analysts. As a member of the team: Assess and recommend severity and effectiveness to ground incident reports and configuration change requests. Track ground incident reports and configuration change requests. Coordinate with NOAA on problem reports assigned to vendors for investigation/resolution. Respond to work requests as assigned. Perform all tasks allocated from the NOAA Ground System Engineers and EMOSS II Program Manager. Support system upgrade technical activities. Configure system resources to support all mission operations, training and maintenance activities. Develop procedures, scripts (Perl, Visual Basic, batch) and processes in Unix and Microsoft Windows environment for ensuring the timely and effective execution of mission objectives. Provide technical support to management. Recommend systems modifications to improve performance, increase automation, improve security, and streamline operations and then assist in implementing those modifications.

Other Skills, Knowledge, Abilities:

Experience and knowledge of complex, distributed ground systems to include satellite ground station equipment and procedures. Network (LAN/WAN) architecture, protocols and equipment experience, and Microsoft and Unix domains experience. Ground system and satellite I&T experience a plus. Knowledge of software and system test and validation processes, routine operations procedures (ROP), and development and validation. Experience with ISI Epoch highly desired. Experience in dealing with science data processing systems a plus.

This position will require periodic travel to various locations both in and out of the Continental U.S. This position is normally an 8X5 position but will need to support various mission activities which will require a flexible work schedule, off-hours, weekend and possibly holiday support depending on mission needs. Qualified applicants must meet miminum qualifications for access to classified information. U.S. Citizenship is required. Must be able to differentiate colors on a monitor, especially the color red. This is because the job requires the operator to perform a specific action when a particular color is noted.

 

Education/Training/Experience:

 

BS degree in Computer Science, Computer Technology, Math, Physics, Electrical Engineering or related technical discipline (or equivalent experience). Three or more years Satellite Operations Center experience supporting operations and sustainment of ground systems. Two plus years satellite operations and or science data processing experience.  MS in technical discipline will be considered as equivalent to some or all required experience.
