Jr. Systems Architect
This position is located in our VA, Chantilly facility
General Dynamics Network Systems is a world-class IT architect and systems integrator of converged voice, video and data networks that are secure, scalable, survivable and interoperable. Our 6,000 dedicated professionals design, build, integrate, and operate enterprise and wireless networks for government and commercial customers worldwide.
Performs system analysis, design, development, test and evaluation activities, ensures the integration of software, hardware, reliability, maintainability, safety, survivability, human and other requirements in the total engineering effort. Formulates operational concept, performs mission and functional analyses, conducts requirements and information analysis, cost-benefit analysis, system trade studies, and risk analysis. Selects system architecture, allocates requirements and prepares specifications.
Requires Bachelor's degree.
Requires minimum 2 years experience.

Ability to identify, analyze, and define system IT needs. Apply knowledge of enterprise IT needs to design improved processes, generate valid requirements, and ensure these are consistent with the enterprise technical architecture. Act as an advisor to IT system engineers and propose changes to the enterprise technical architecture based on analysis of requirements and new technology. Work with appropriate parties to resolve discrepancies between proposed IT systems and enterprise quality and security standards. Formulate and define the technical scope of activities aimed at improving IT support for overall enterprise business processes. Identify architectural and technology risks with the potential to impact Agency and Agency IT plans; develop goals and plans to mitigate risks. Define IT architecture issues and allocate requirements. Define Agency enterprise IT systems engineering processes. Promote standards to ensure system designs provide all interfaces required to become an integral part of the enterprise services infrastructure. Provide expert level guidance to project teams to ensure systems under development are compatible with existing Agency enterprise IT solutions. Participate in enterprise IT architecture efforts and recommend new directions based on information developed during IT program and business unit reviews. Develop and execute system engineering management processes. Identify inter-segment problems for IT systems under development; coordinate and manage the resolution of problems. Provide expert level guidance to help IT projects establish the basis for success with respect to both programmatic and technical issues. Participate in Agency review boards to assess the impact of proposed new systems on the IT infrastructure; provide guidance on alternative solutions and mitigation of risk for proposed systems not in consonance with the enterprise technical architecture. Chair technical exchange meetings and working groups. Represent the Agency on Agency and Intelligence Community technical working groups, panels, and boards. Integrate and verify system elements and validate them against requirements. Ensure programs are in compliance with the enterprise strategic direction as presented at project control gates.
SpeAgencylized Qualifications: Extensive knowledge of theories, principles, and practices in one or more of the technical or engineering fields, to include (but not limited to) computer engineering, electrical engineering, information technology, mathematics, and computer science. Advanced knowledge of the phases of the project cycle (e.g. Research & Development, Operations) and different project cycle theories and practices (e.g. cyclic development, incremental development, rapid prototyping). Strong knowledge of current technology trends, potential for the application of current and emerging technology solutions to meet customer requirements. Thorough knowledge the Agency's acquisition process. Knowledge of the Agency's budget process, to include the process used to submit proposed budgets to Congress. Knowledge of the Agency's project management processes, procedures and tools. Knowledge of the Intelligence Community. Expertise in a technical speAgencylty. Ability to identify technology gaps in current capabilities and processes. Ability to troubleshoot and problem solve both technical and non-technical issues. Ability to effectively communicate technical information to both technical and non-technical audiences. Ability to prepare briefings that clearly convey technical issues to non-technical senior managers. Ability to diagnose and resolve complex technical and non-technical issues (e.g. equipment, systems, networks, computer operations, cover issues etc).
