Land Entitlement Project Manager

Job Description:
Responsible for conducting due diligence and project management of specific projects through entitlement process
Specific Duties:
- Manage the entitlement of specific projects
- Coordinate with the Land Acquisition department & outside consultants to ensure thorough due diligence review for specific projects including preparation of entitlement schedules, density yields and conceptual site plans
- Coordinate hiring of consultants for entitlement of projects
- Coordinate preparation of pro forma entitlement budgets, land acquisition checklists, entitlement portions of the president's summary and project schedules
- Coordinate with accounting department to ensure timely payment of consultant fees and accurate project budgets
- Oversee consultant teams for specific projects to ensure timely progression of entitlement process
- Ensure specific entitlement projects stay within budget
- Other duties as assigned

1. What are the major objectives or outcomes to be accomplished by the person in this job?
' Manage the planning approval (entitlement) processes for selected projects.
' Represent Centex in meetings with municipal officials and the public at-large and public hearings.
' Responsible for bidding, contracting, budgeting, scheduling and other administrative functions related to select projects.
' Ensure that Centex team members in other functional areas are updated regarding project status.
' Coordinate with Centex team members in other functional areas regarding assistance needed.
2. What are the most frequent and most essential work activities in this job?
' Solicit bids, select consultants and manage outside consultants in the design of project and neighborhood site plans, landscape plans, and engineering plans.
' Obtain development permits and approvals.
' Ensure other functional departments are updated regarding project status.
' Speak publicly, make presentations and participate in public forums as the Centex Homes' representative.
' Understand site plans and engineering plans.
' Negotiate conditions of approval with local governments and permitting agencies.
' Prepare proforma budgets, schedules, checklists and summaries.
' Maintain project schedules and other reporting tools.
' Ensure timely completion of conditions of approval.
3. What people and how many are managed by the person in this job?
' No direct reports; Will manage outside consultant team as required.
4. What are the primary people contacts in this job? (With whom? What purpose? How often?)
' Land Entitlement Manager - daily to communicate project status and challenges.
' Land Development Project Managers -weekly to answer questions, provide information and coordinate with the creation of engineering plans.
' Consultants - daily to weekly to provide direction, monitor progress and establish time frames.
' Municipal employees - weekly to expedite permit approvals, monitor time frames, establish good working relationships and to stay informed of new regulations.
' Other Centex team members - daily to weekly to communicate project status, keep team members updated and establish time frames (Team = Division President, Director of Land Acquisition, Director of Land Development, Division Constroller, Director of Strategic Marketing, Architecture Manager and others as needed).
' Elected officials ' periodically ' to establish and maintain good working relationships and solicit support for Centex Homes projects.
' Community leaders, neighborhood associations and other citizens ' periodically - to establish and maintain good working relationships and solicit support for Centex Homes projects.

6. What are the prerequisites for employment? (Education, prior experience, other)
' College degree, Civil Engineering strongly preferred
' Previous work experience in project planning, project administration; Ability to read site plans and blueprints.
' Experience in dealing with municipal codes and regulations.
7. What are the toughest parts of this job on a day-to-day basis?
' Pressure to perform.
' Managing details of permit processing and all of the components associated with obtaining full entitlements for neighborhoods.
' Maintaining accuracy in the face of deadlines and competing demands for time.
' Avoiding and dealing with unexpected delays and problems.
' Competing demands for time (Additional direction can come from upper management and co-workers with pressure to perform due to deadlines and amount of investments in parcels.); time management.
