Manager Systems Architecture

This position requires a well-balanced technical individual with extensive knowledge of Information Technology hardware/software and associated skills in implementing and installing SQL, Oracle hardware systems and desktop PCs. The responsibility spans a variety of technical areas, including the design, support, maintenance and management of the department's information hardware systems, as well as acquiring hardware and software through established supply/purchasing channels.

This individual will have the opportunity to wear multiple hats in supporting departmental servers and will require a very wide breath and depth of technological knowledge. This person, as a Manager and Team Lead, will be accountable for the management of projects from initiation to project close. This position is responsible to organize, manage and execute the activities of assigned projects in order to ensure that projects are completed on time, within the approved budget and within stated strategic business objectives. This position is also responsible for managing the implementation of policies, procedures and department programs.

This person will manage a key role in the architecture, research and recommendations related to designing, installing and supporting departmental hardware services. The role requires technical leadership and design skills. This position requires cross-functional negotiations with numerous organizations (e.g., IT hardware/software ordering and provisioning, network installation/performance, external vendors for technical specifications, corporate sourcing.)Recommending changes in methods, procedures or policies to improve hardware performance
and initiate change accordingly.Preparing and maintaining an inventory of hardware and software by department.Identifying and effectively escalating issues and resource conflicts that impact progress against deliverables.Effectively managing projects to ensure on-time completion within approved budget and stated strategic business objectives.Ensuring a proper budget is established for hardware/software upgrades and/or replacements.Leading meetings at the operational and project level, providing feedback or project status.Ensuring disaster recovery preparedness by assisting in the development and maintenance of the DR plans and procedures.Accountability for minimizing hardware outages, as well as user notification and management of such emergencies.Creating and presenting business cases and detailed requirements documents.Completing technical and financial evaluations of vendor proposals.

Required Skills and Experience: Good knowledge of Windows 2000/XP/2003 operating systems.Good hands-on experience with XML and web services are required.6 years of directly related job experience in the function or discipline managed, including supervisory experience.6  years in architectural infrastructure design and implementation.Hardware upgrades/moves including multiple experiences in maintaining multiple servers.Evaluation of third party software and making recommendations to the development team.Good understanding of URL Administration, IIS administration and Firewall rules.Strong team lead experience.Designing/Performing/Analyzing system performance studies.Experience in Capital and Expense Budget development, analysis and procedures.Experience with Information Security Policies and Standards.Experience with IT hardware ordering policies, procedures and standards.MS or BS in computer science, electrical engineering or related work experience with 9 years of work experience in a technical IT-related function.

Desired Skills and Experience:Working knowledge of SQL 2000/2005 and Oracle 9i/10g and UNIX.Must be a creative problem-solver and a self-starter able to set appropriate objectives.Must have ability to be flexible, follow tight deadlines, organize and prioritize work.2 years of project management experience.Must have consultative skills and demeanor, strong management skills, strong technical writing skills, multi-level communications and interpersonal skills. 

Educational Requirements

MS or BS in Computer Science, Electrical Engineering or related work experience with 8-10 years of work experience in a technical IT related function.
