Description:
BUDGET MANAGEMENT: Provides various planning analyses, budgets and reports for capital and expense budgets. Assembles and updates the overall Southwest Region capital budget. Updates and disseminates applicable financial performance reports. Coordinates with regional and West Area organizations and individuals to gather needed data, perform analyses and prepare presentations. Creates and periodically updates the regional capital budget template. Performs detailed analysis of financial results data and publishes clear, concise summaries for senior management use. Manages various projects related to budget and network results initiatives. Provides reports and analyses to all levels of management. Works with corporate organizations to transition to new policies and processes as needed. Manages and supervises the processing of all invoices for all customer and vendor payments. Reviews and authorizes all purchase order changes. Interfaces with vendors to resolve issues and conflicts.
INVENTORY/EQUIPMENT MANAGEMENT: Works closely with all engineering groups within Network team (RF Design, Real Estate, Construction, Operations, and Performance). Manages and works with vendors to integrate equipment on schedule in a cost effective process. Develops methods/procedures for equipment tracking and cell floor plans. Maintains an effective and efficient operation for the creation, staging, and transfer of inventory in all regional MSC's, cellular, and paging sites, and storage locations. Ensures the integrity of all equipment inventory by overseeing the Mountain Region's equipment management to achieve a target accuracy level by location, and recommending and implementing process improvements for increased efficiencies and accuracy levels. Processes repair and returns. Includes the gathering, packing, shipment, and receiving of such equipment, and its accurate tracking on a computerized system. Also includes the expediting of equipment deliveries to replace nonfunctioning components, as required. Ensures that accurate and timely cycle counts are performed on all MSC, cell site, storage, and vehicle locations. Ensures that the appropriate spares levels are maintained. Analyzes inventory levels for the proper disposition of obsolete equipment. Processes necessary depreciation and value reduction on fixed assets. Works with HQ, Area and other groups on the movement of equipment between regions, area and HQ. Manages a 75k sf staging facility. Complies with all state and federal laws, including OSHA and Corporate environmental standards. Manages offsite storage of equipment, including associated vendors. Works with corporate organizations to transition to new policies and processes as needed.

Qualifications:
BS in Telecommunications or Electrical Engineering, or equivalent experience.
5 years of telecommunications industry experience in line or staff positions, with increasing responsibilities. Must possess and demonstrate a positive, can-do attitude. Must be strongly results-oriented with a demonstrated ability to effectively lead diverse technical and non-technical teams of people in completing complex projects under time and budget constraints. Must be able to foresee and avoid obstacles to success. Must possess excellent oral and written communication skills. Must possess excellent communication, project management, team building and motivational skills that translate to diverse employee groups. Wireless experience would be of added benefit to the candidate, as would financial experience and/or formal financial educational background.
Strong problem solving and leadership skills. Knowledge of PC, spreadsheet and database software packages. Solid understanding of how telephony works. Ability to manage and utilize resources in order to accomplish the specific goals. Ability to work with minimal supervision and guidance.
