Program Manager--Human Performance (Nuclear Services Other)

Purpose/Vision: Manage technical, administrative and project activities to provide services (including both engineering services, field implementation and vendor work scopes) for large integrated/multi-functional programs/projects. Direct and integrate technical activities of multi-disciplined technical teams (customer, Westinghouse and vendors, etc), including field implementation. Evaluates, develops and leads business growth opportunities i.e. up-sales, scope increases, technological advancements, etc. Develop/implement project management industry best practices within the organization.

Key Responsibilities:
1. Formulate and implement complex project plans/control systems, including reporting, controlling and projecting costs and schedules to achieve financial and non-financial Company commitments/objectives. Develop and maintain project summary level schedules. Provide schedule reporting for customer progress reports. Improve development of program plans and facilitate communications/ expectations via program kick-offs, interim program review meetings, etc.

2. Analyze and resolve complex technical, commercial and operational issues to provide high quality services, enhance positive customer and supplier relations, and increase/maintain profit margin. Convince customers and other participants of optimal approach to achieve milestone(s).

3. Evaluate, develop and lead business growth opportunities i.e. up-sales, scope increases, technological advancements, etc.

4. Analyze contract requirements and develop project-specific deliverables to enable successful program implementation, to enhance customer satisfaction and program performance. Analyze needs and develop unique customer satisfaction improvements to address customer needs for support, high quality and efficiency to provide quick turnaround and maintain performance.

5. Provide leadership to train and direct multi-disciplined technical and administrative personnel to resolve engineering, administrative and field issues occurring during project implementation. Coach and mentor technical and project team members on effective project management practices and techniques.

6. Perform program completion assessment including customer feedback, lessons learned and financial/performance review.

7. Develop a resource plan, which contains buy-in from resource groups to align appropriate/qualified talent to support program activities to successfully complete the project. Persuade other functional groups within Westinghouse to provide support and obtain team commitments.

8. Negotiate with customers and suppliers to obtain contracts which contribute revenue growth, significant profit margin and effectively manage contract changes.

9. Understand problems and points of view and communicate on broad range of technical disciplines to resolve technical, commercial, and regulatory issues.

10. Serve as Westinghouse Project Manager to develop team agreements.

11. Serve as an on-site manager for site/field implementation.

Minimum Requirements:
Bachelor's degree in engineering or recognized equivalent. Typically 10 years project leadership/management and related engineering experience is required. Demonstrated successful project management skills in medium to large projects, including complex contract negotiations. Experience with developing/implementing new business opportunities.

Review Committee:
Successful candidates will be expected to have achieved or have a formal development plan in place to attain the highest level of project manager qualification for entry into this position.

This newly created leadership position will be responsible for driving the implementation of the Human Performance(HuP) for the Nuclear Services staff functions. The role will work closely with the Nuclear Services VPs, as well as their staffs.


--Prior nuclear industry experience in implementing and utilizing Human Performance (HuP) tools is extremely desirable.
--Broad experience in managing large, technical/complex projects, along with coaching and mentoring managers to ensure a high level of engagement and results for the implementation of a key organizational initiative.
--Prior experience in training professional employees in either project management, Human Performance (HuP), behavioral differentiation (BD), or other skills and behaviors.
--Demonstrated experience in driving effective project execution.
--Experience in developing metrics and reporting systems to monitor and track Human Performance (HuP) progress in the various Nuclear Services staff areas.
--Ability to facilitate implementation and reinforcement of various Human Performance (HuP) tools including "learning clock" with maintenance of criteria for master clock; balance of error, event investigations, pre and post job briefs and other HuP tools as necessary.
--Demonstrated experience in working with organization quality and corrective action programs to identify and report Human Performance (HuP) related events and error prevention.
--Credible experience in dealing with key business leaders in an effort to align Human Performance (HuP) with their operational objectives.
