Project Controls Engineer

ALSTOM Power, Inc., a global leader and provider of power generation engineering, products, and services, is seeking a Project Controls Engineer for its Field Service department.  The individual?s primary responsibilities are budgeting, contract administration, planning, scheduling, cost control and invoicing support for FSO based at our Midlothian, VA location.

 



The prime responsibilities are budgeting, contract administration, planning, scheduling, cost control and invoicing support for FSO.

 

Planning and Scheduling ? Development of CPM schedules during the bid preparation phase in support of the Supervisor Proposal Estimates, Technical Support Managers and PD?s. Planning, scheduling, schedule updates of project activities during all phases of projects, including development, mobilization, execution and demobilization. Interface with CSM, PD, TS resources, FSO management, FSO Site Manager, and TFAs. Provide off site/on site scheduling support on an as-needed basis.

 

Contract Administration ? Contract administration on all active projects during all phases, including outage budgeting, outage preparation, SM, TFA, craft labor, subcontractor, tooling, consumables requisitioning, site mobilization, outage execution, review daily site reports and support of site managers/ TFA?s/ CSM?s/ PM?s, and home office staff with project needs. Generation of weekly status reports, set up of labor, local vendors and accounts for sub-contractors. Verify subcontractor invoices. Loading and updating of project specific requirements into SIEBEL in accordance with site manager / TFA / PM input.

 

Cost Control ? Track project cots on FACT/JDE on active projects, generate project cost reports on a weekly basis to the Manager Outage Services, FSO Director and CS Financial Manager. Maintain individual project cost data on completed projects to support future FSO bids. Assist Financial Manager in the development of project invoicing to insure final invoice is issued to customer within one week of project close.

 

Estimating ? Support Supervisor Proposal Estimates with Firm Price and T&M estimates and supporting documentation for outage proposals, in support of the CSM and PD, consistent with ALSTOM CS pricing strategies.

 

Other ? Monitor Project execution phase for compliance with QSI Six Sigma goals. Assist with revisions to C-Segment documents (MSP?s / MSW?s and MSF?s), related to the Project execution phase. Generate firm price and T&M project related requisitions. Perform other duties as required, or requested, by the department Director.

 Education:

College degree preferred

Experience in cost analyst and scheduling; however will train on software

 

Skills/Experience:
Knowledge of MS Word, Access and Excel needed
Turbine/Generation knowledge or related industry
JDE Interface/create requisitions, cost reports, invoice payments
Estimating techniques
Planning/scheduling interface
ALSTOM invoicing/billing
Excellent organizational skills, flexible, adaptable to unexpected situation and sudden changes.
Excellent communication skills, written and oral.
Knowledge of Primavera Ps, MS Projects needed.
