Project Manager
The Project Manager is responsible for completing projects on schedule and within the approved budget, while meeting all of the established standards for quality, efficient operation, maintainability, environmental safeguards, safety, and a myriad of other requirements. Additionally, the Project Manager is responsible for reporting project progress to higher management, the client, etc.
MSE is a principal performing contractor for the DOE/NETL FY06 contract and project work as administered through the RDS, LLC NETL Support Services Contractor. The NETL Morgantown, WV Project Manager is the point-of-contact for all DOE/NETL contract activities, including project management and coordination, project status reporting, funds distribution, and communications, as assigned by MSE?s Manager of DOE Programs and MSE?s General Manager when appropriate.
The Project Manager is also responsible for overall work oversight for any matrix support from other MSE project managers, engineering support staff, and administrative support personnel as principle performers of the DOE/NETL funded work. The Project Manager is responsible for supervision of assigned staff.
The Project Manager is also assigned responsibilities to identify, pursue, and obtain additional business opportunities as follow-on to MSE?s historical DOE areas and other Agency customers, to increase MSE business revenue.
Duties, Tasks, and Responsibilities
Under the direction of the Manager of DOE Programs, the Project Manager is responsible for the daily business operations of the Morgantown, WV office and any associated project work that is being managed through the office, including but not limited to the following:
? Accept ownership and accountability of the projects awarded through the NETL/RDS contract and any other Agency or business contract awarded through the Morgantown Office.
? Responsible for project planning, work scope, and schedule definition; budget allocation; and overall coordination of all program aspects.
? Authorize expenditures of company resources to achieve contractual commitments.
? Prepare DOE/NETL task order documentation, which defines the objectives and deliverables to include engineering, testing, construction, operations, environmental, safety, health, and quality requirements; work breakdown structure; project schedule; and description of method for accomplishing work including major subcontract requirements.
? Achieve project objectives through negotiation with resource managers regarding work scope, budget, and schedule.
? Provide coordination between functional groups and ensure all necessary reviews are completed.
? Revise project plans and schedules as required.
? Maintain program/project controls, document changes in work scope to the project, and maintain a change order file.
? Review project activities to ensure all requirements are met.
? Prepare timely reports to MSE management and the client to keep them apprised of schedule, budget, and forecast for the program/projects.
? Present timely project status/budget at project/program reviews.
? Review and approve purchase requisitions, change orders, and work authorization documents for the program.
? Review and approve all schedule and budget changes for the projects.
? Maintain responsibility for all reporting regarding the business activities undertaken by the Morgantown Office.
? Oversee work performance of MSE matrix support by other MSE project managers, engineers, and administrative personnel.
? Supervise assigned personnel as required.
? Participate in formulation of marketing objectives, policies, and programs as related to MSE?s business initiatives.
? Establish and maintain satisfactory customer and networking relations, through direct contacts with representative individuals and groups of clients and potential clients.
? Pursue business development relations and opportunities outside DOE/NETL.
? Perform other duties as assigned.
Education, Experience, and Skill Requirements:
B.S. in related engineering or scientific field required. M.S. desirable. Formal project management training required. Successful completion of coursework in the areas of technical professional business development, management, and project/program management highly desirable. Certification as a Project Management Professional (PMP) by the Project Management Institute (PMI) and/or West Virginia Professional Engineering License desired. Must have 10 years project management experience dealing with complex projects of multi-year duration. Demonstrated capability to acquire contract work from DOE/NETL (or other) and other Federal Agencies (DOD, EPA, DHS, Army, Navy, Air Force, etc.) definitely a plus for this position. Must be willing to travel to attend business related conferences and meetings, interface with prospective clients, and identify new business opportunities. The ability to bring on-going work to the position at time of hire is desirable.
