Reporting to the Loss Prevention Group Leader:
KEY DELIVERABLES

 Application of OSHA Regulations, Corporate Standards and Industry Standards.

 Application of Risk Reduction Methodologies.



KEY RESPONSIBILITIES

 Provide Guidance to all Refinery Personnel regarding Safety, Risk Management, Incident Investigation, Regulatory Compliance, Loss Prevention.

 Support of the SHE Action Team.

 Site Administrator for Impact Safety.

 Serve as backup to SOC for Loss Prevention Group Leader.

 Actively participate in ASEN, Personal Safety and Incident BestNets.

 Provide support to all PMTs as Leader of the PMT Safety Sub-team.

 Injury / Illness Recordability Classification and case management.

 Corporate Stewardship of recordable injuries and illnesses and 8021 reports.

 Manage recommendation tracking database and associated stewardship.

 Functional administrator for OIMS 2.1, 7.1, 9.1, and associated programs / databases / procedures.

 Manage and conduct HAZOPs and associated follow-up in compliance with corporate, site and regulatory compliance requirements.

 Ensure site compliance with trailer siting requirements.

 Develop and ensure continued compliance with Blast Technology Manual.

 Provide guidance and leadership to rotational engineers.

 Develop and present stewardship information for site management regarding current status for all types of safety metrics.

 Facilitate all investigations associated with significant events in refinery operations.

 Member of Wolf Pack Audit Team.

 Reports to Emergency Management Center during refinery emergencies.

 Member of the Emergency Response Brigade.

 Steward and analyze information for Loss Prevention System (LPS).

 Provided support with Loss Prevention Observations (LPOs), this includes reviewing all LPOs and provide training and feedback as required.

 Safety advisor for one PMT (FCC) - attend PMT meetings, lead Safety sub-team.

 Update OIMS systems, improvement plans and provide metrics (5.1, 6.2, 10.1).

 Maintain databases, use programming skills to update/modify as required:

a. Loss Prevention System

b. Injury & Illness

c. Daily Safety Brief

d. Safety Audit

e. Controlled Key

f.  Random Search Generator

g. Security Reporting

 Develop monthly Management Safety Committee (MSC) report.  This includes detailed reports of safety performance and safety programs.  In addition to various tables and graphs a detailed analysis interprets the graphs.  The detailed analysis is self-explanatory, and assists managers in providing feedback to their direct reports.

 Provide weekly Safety Audit report.

 Provide bi-weekly Contractor buddy report.

 Provide monthly Contractor Safety report.

 Maintain a system to steward Safety KPIs for each PMT.  The system provides PMTs detailed reports to analyze their individual Safety performance.

 Provide assistance in the compilation and development of the Daily Safety Brief.

 Assistance in the administration of Security.  Including, revising/writing procedures, stewardship and conduct security reviews.

 Conduct penetration tests of security.

 Administration of Lenel Security system.  Including: implemented access control of the MIC building, administration of control to access controlled areas within the MIC building, configuration and troubleshooting of access control readers.

 Responsible for the refinery paging system.

 Offsite monitoring team.

SKILLS & KNOWLEDGE, EXPERIENCE & TRAINING

 Bachelors' degree in science, engineering or related field.

 Knowledge and experience in the application of OSHA regulations and requirements, industry standards and corporate guidance on a variety of safety, health and environmental topics.

 Ability to attain CIH & CSP certification.

 Ability to communicate and interact with senior management and hourly workforce.

 Effective written and verbal communications, including the ability to teach and lead training sessions and meetings.

 Knowledge of Chemical / Refining industries, and associated process and maintenance practices.

 Must be capable of creating and working with teams, and achieving a consensus on path forward.

 Be able to critically evaluate situations and develop recommendations for the appropriate path forward.

KEY PERFORMANCE DIMENSIONS/BEHAVIORS

 Ability to communicate succinctly both orally and in written form. Understanding of site work processes.

College Bachelors Degree In Engineering
