Performs system analysis, design, development, test and evaluation activities, ensures the integration of software, hardware, reliability, maintainability, safety, survivability, human and other requirements in the total engineering effort. Formulates operational concept, performs mission and functional analyses, conducts requirements and information analysis, cost-benefit analysis, system trade studies, and risk analysis. Selects system architecture, allocates requirements and prepares specifications.

Requires Bachelor's degree.

Requires minimum 7 years experience (minimum 4 years experience with a Master's degree, or 2 years experience with a PhD).

Duties: Identify applications which can support the exploitation of Data Bases. Assess what will be required to integrate a particular tool into the customer environment. Integrate tools into the customer environment. Uses the BPM application to create live implementations of processes. Provides group facilitation, interviewing, training, and provides additional forms of knowledge transfer. Key coordinator between multiple project teams to ensure enterprise-wide integration of reengineering efforts. Tests, debugs, and refines the computer software to produce the required product. Prepares required documentation, including both program-level and user-level documentation. Enhances software to reduce operating time or improve efficiency. Provides technical direction to programmers as required to ensure program deadlines are met.
Specialized Qualifications: In depth development experience with Java, Java component development, JavaScript, PERL, XML, XSL and/or HTTP/HTML, US, iPlanet, Apache, WebLogic, Web service development in J2EE, SQL, experience with spiral or evolutionary development, CSS, JSP, web services. In-depth knowledge of one or more specific COTS products in use at the Agency, such as WebLogic, PlumTree, WebMethods, Retrieval Ware, Team Works, COGNOS.
