GENERAL SUMMARY OF FUNCTION/PURPOSE OF POSTITION:
As a lead worker, this position prepares the design of the most complex and unusual projects assigned to the unit. Prepares proposed material, reviews project related documents, and checks final plans. Oversees the work activities of transportation engineers. Also, this position functions in the area of design plan preparation with other work in the areas of program development, traffic and safety engineering, right of way utility and permit review, and construction administration. This position requires meeting tight deadlines and resolving issues to ensure the successful implementation and operation of MDOT services and products. Successful and continuing customer contact is a requirement for this position.
GENERAL SUMMARY OF DUTY 1:(75% OF TIME)
As a senior worker, this position will oversee and coordinate the plan preparation process with other divisions, outside agencies, departments, and the general public. Arranges and sets up public meetings. Reviews plans from department staff, local agencies, and consultants for completeness and adherence to standards. Recommends changes to design engineer. Resolves complex design issues. Assists construction personnel with questions. Resolves technology issues associated to computer hardware and software.
Individual tasks related to Duty 1:Prepare preliminary and final design plans for projects within the Transportation Service Center (TSC) area.Prepare cost estimates and letting packages.Attend plan reviews and incorporate findings in the plans.Review partially completed plans of other department staff, local agencies and consultants for completeness and adherence to current standards, specifications and methods.Recommend changes, incorporate experimental and new techniques based on sound engineering judgement.Participate in pre-letting briefings and pre-construction meetings to explain special design features to contractors.Participate in post construction reviews to evaluate projects and note suggestions for future projects.Understand and resolve technology issues associated with the implementation and operation of TSC communications, computers and software necessary for associated business processes.Assist construction personnel with questions related to design plans.Scope future projects and assist in preparing the five year plan for the TSC.
GENERAL SUMMARY OF DUTY 2: (10% OF TIME)
As a senior worker, this position will resolve traffic and safety issues within the TSC area. Utilize Traffic Engineering standards, guides, principles, techniques and judgement to administer the safe operation and geometric design of highways and the installation of traffic control devices as their use is related to the safe and efficient transportation of people and goods.
Individual tasks related to Duty 2:Prepare and coordinate maintaining traffic plans for construction and maintenance projects within the TSC area. Participate in plan reviews for proposed projects for input of safety related work items. This includes writing special provisions, designing detour routes, and developing rural and urban plans. Meet with consultants, developers, local governmental agencies and private individuals regarding access, geometrics and traffic control along state trunklines. Perform field reviews of areas to be affected by construction and determine methods of handling traffic during construction to minimize adverse impacts on traffic. Prepare correspondence relating to recommended design and/or traffic control. Assist TSC Manager on special traffic problems which arise during active projects. Develop plans for elimination of roadside hazards as part of safety upgrading program on state trunklines. Perform field reviews and take measurements, collect traffic volume data, turning movements, delays, etc. Review and analyze traffic data and perform calculations. Communicate results of studies to other MDOT divisions, local governmental agencies, law enforcement officials, or private individuals. Prepared documentation required for obtaining Saftey Funds for projects. Attend traffic safety committee meetings, represent MDOT in meetings of municipal planning organizations, public hearings, and local government agencies.
GENERAL SUMMARY OF DUTY 3: (5% OF TIME)
As a senior worker, this position will oversee construction projects. Responsible for the engineering analysis of highway and bridge projects to fit field conditions to the plans. Interprets the intent of the project documents. Responsible for gathering written work orders and changes to contract quantities. Negotiate costs for extras on projects. Oversees a team of engineers and technicians in conducting final project documentation reviews on state and local government construction projects.
Individual tasks related to Duty 3:Assist in the management of all aspects involved in the delivery of contractor/MDOT construction contracts. Assign staff to successfully complete inspection and survey requirements.Assist with or conduct preconstruction meetings.Recommend to the Engineer of record answers concerning the approval of extra work, adjustments to the contract, and changes in work items.Ensure that project records are complete and orderly.Ensure that projects are "finaled" in a timely manner
GENERAL SUMMARY OF DUTY 4: (5% OF TIME)
As a senior worker, this position will coordinate utility relocations needed for MDOT construction projects with effected public utilities. Approve/disapprove commercial and residential driveway and other ROW permit applications.
Individual tasks related to Duty 4:Utilize standards, guidelines, and judgement to respond to customer requests for usage of MDOT right of way.Review and approve commercial and residential driveway applications as related to drainage, traffic and safety, design and construction concerns.Coordinate needed utility relocations with utility companies.
Ensure uniformity in utility relocation needs for future construction projects and utility company requests for usage of MDOT right of way.
EDUCATION:
Bachelor of Science in Civil Engineering
EXPERIENCE:
One year of experience as a Transportation Engineer P11 (or equivalent)
KNOWLEDGE, SKILLS, AND ABILITIES:
Ability to speak and write effectively, work as a team member, oversee, lead and train other workers, communicate effectively verbally and in writing to make presentations before groups, and meet and deal effectively with others. Resourcefulness and ability to use initiative in carrying out an assignment while working independently, Knowledge of traffic engineering principles and ability to communicate them to all segments of the public. Considerable knowledge of engineering software and MDOT design reference manuals.
CERTIFICATES, LICENSES, REGISTRATIONS:
Valid license to drive in Michigan.
Desirable to be licensed by the State of Michigan as a Professional Engineer.
