Transportation Engineer/Planner
Serving the Greater Philadelphia, Camden, Trenton area for more than 40 years, DVRPC is the federally designated metropolitan planning organization for the region who works to foster regional cooperation in a nine-county, two-state area. Representatives from city, county and state agencies work together to address key issues, including transportation, land use, environmental protection, information sharing and economic development.
JOB DESCRIPTION:
This is a transportation planning/engineering position. Responsibilities of the successful candidate may include maintaining and/or applying travel demand models to address the impacts and benefits of alternative transportation investments and policies on land use, highway traffic, transit ridership, and air quality. Assignments may also include designing, conducting, and analyzing highway and transit travel surveys; preparing travel model input data such as land use data, transportation network characteristics, and demographic and employment data; estimating future transportation system demand for long range plans and/or design of individual highway and transit facilities; and, calculating operational statistics such as travel time, delay, and level-of-service. This position involves working with public and private sector agencies, decision-makers, and the general public. A strong technical background is a must, with knowledge of or experience in any of the following considered a plus: travel forecasting, TRANPLAN, TRANSCAD, ArcGIS, Microsoft Excel or Access, SYNCHRO, CORSIM, and Highway Capacity software.
RESPONSIBILITIES:
? Assists in the development, calibration, validation, application, and documentation of transportation and land use forecasting methods.
? Applies standard statistical data processing programs and techniques to tabulate, process and analyze census and travel survey data.
? Prepares input data for simulation models including coding of transportation networks; tabulates travel simulation model outputs using GIS tools and tabular forms, compares results with actual current and historical data.
? Assists in the conduct of individual highway and public transportation studies, including detailed specification of the problem, application of travel demand models, analysis and review of simulation results, interpretation and reporting of travel forecasts results, and the development of conclusions and recommendations for project implementation.
? Collects and organizes data on the functional, structural, and usage features of transportation systems, including such data as number of lanes, speeds, traffic volumes, travel times, vehicle miles of travel (VMT), truck percentages, peak hour factors, etc.
? Prepares traffic flow and travel desire diagrams and maps; balances and adjust traffic volume counts/estimates.
? Prepares reports summarizing findings and recommendations of various studies, including text, tables, maps, charts, photos and other appropriate graphics, and presents results to technical committees and the public.
? Performs related work, as required.? Work is performed in accordance with well-defined objectives and professional standards under the direction of senior engineers and/or planners.
QUALIFICATIONS:
? Knowledge of the principles, practices, and objectives of transportation planning and travel demand modeling.
? Knowledge of the socioeconomic factors involved in transportation and regional planning.
? Knowledge of standard statistical techniques and research methods used in transportation planning and traffic engineering.
? Knowledge of software and techniques for geographic information systems (GIS), database design and analysis, electronic communications, word processing and spreadsheets.
? Knowledge of data collection techniques and field surveys, methods of data analysis, and the presentation of data and text in the preparation of reports.
? Ability to present research results effectively in oral, written and graphic form.? Ability to establish and maintain effective working relationships with associates, planning officials, and the general public.
MINIMUM EXPERIENCE AND TRAINING:
ONE to THREE YEARS of professional experience in transportation or regional planning, or in social science research work; and such training as may have been gained from graduation from a four-year college/university, with major course work in a discipline applicable to transportation or regional planning; or an equivalent combination of experience and training.
