Position Purpose:To plan, develop, implement and administer Environmental and Hazardous Materials/Waste Management programs for the protection of employees, the public and the environment, and to ensure District compliance with federal, state and local laws and regulations.

Essential Functions: 1. Contributes to the maintenance and improvement of District Environmental efforts and provisions by planning, developing, scheduling, presenting, implementing, administering, coordinating and/or evaluating Environmental and Hazardous Materials/Waste Management methods, procedures, programs and training programs. 2. Ensures that proper environmental methods, procedures and practices are being maintained and followed by the District by conducting in-depth environmental and hazardous material studies and inspections at various District facilities; auditing District operations involving the handling, storage, transportation, and disposal of hazardous materials/waste; assisting in the sampling, monitoring, identification, and evaluation of analytical data; and providing support training. 3. Assesses and reviews requests for proposals for, and participates in the planning of, current/proposed electric generation, transmission and distribution and gas pipeline facilities projects, modifications and procedural revisions by reviewing engineering plans, designs, and specifications and providing recommendations to address compliance with environmental containment, hazardous materials, and related issues, and by preparing and assembling justifications, cost estimates and schedules to address specific environmental issues. 4. Keeps abreast of current and proposed environmental regulations, standards and policies by reviewing and analyzing current and proposed legislation in addition to litigation and arbitration proceedings. 5. Prepares Environmental Licensing and Hazardous Waste reports to civil authorities. To meet federal, state, and local laws and regulations reporting requirements. 6. Represents the District to regulatory agencies and public and private organizations and serves as liaison with District management and employees relative to environmental and hazardous materials regulatory compliance issues. 7. Oversees contractors who perform work related to environmental and hazardous materials/waste management projects. To provide technical guidance and direction as required to ensure that work performed is in compliance with District requirements and with federal, state and local laws and regulations. 8. Assists in planning, reviewing and conducting work activities and researching required project information associated with department internal/external projects in accordance with established task objectives and schedule as outlined in the project plan/contract 9. Performs related duties as required.
Minimum Qualifications: Knowledge of: Principles, procedures and practices related to environmental and hazardous materials/waste management; standard operating procedures for modern office equipment including a computer and applicable software; English grammar, punctuation and vocabulary standards; federal, state and local laws, codes and regulations governing the environment and hazardous material/waste management; methods and techniques for record keeping; procedures and practices for overseeing contractor's/consultant's work activities; methods and techniques for report preparation and writing; techniques related to customer relations; principles, procedures and practices related to environmental sampling, ecological interactions, chemical and physical processes and affects of man-made actions; principles, procedures and practices related to conducting environmental audits, inspections and self-assessments; principles, procedures and practices related to environmental data acquisition and pollution prevention; principles, procedures and practices related to planning, developing, implementing and administering employee training programs; procedures and practices for monitoring and managing projects; procedures and practices for project budget management; principles, procedures and practices related to electric generation, transmission and distribution operations and related facilities. Skill to: Utilize a personal computer and/or computer terminal, systems and software relevant to the job; communicate effectively orally and in writing internally/externally; establish and maintain effective working relationships internally/externally; perform environmental analysis of undeveloped properties; conduct environmental and hazardous materials audits, inspections and self-assessments; interpret, analyze and apply pertinent policies, procedures, regulations and requirements relative to and environmental and hazardous materials; read and interpret plans, diagrams and specifications; prepare clear and concise reports, policies, procedures and documents; develop and conduct oral presentations to internal/external audiences; explain complex and/or controversial policies, regulations, procedures and/or activities internally/externally; express ideas/facts clearly and concisely to individual or groups, taking into account the audience and nature of information; plan, develop, implement and administer environmental and hazardous materials/waste programs; negotiate with external representatives on behalf of the District; monitor and manage projects and programs. Experience: Level "I" - 3 to 5 years of progressively responsible relevant work experience as a "Environmental Health & Safety Technician" or in some other capacity such as a journey electric utility worker with specific experience in developing and implementing environmental and hazardous materials/waste programs. Education: High school diploma or equivalency.
