Environmental Compliance Inspector II or III
The District
Union Sanitary District is a public agency whose goal is to protect human health and the environment by responsibly collecting, treating and disposing of wastewater for the cities of Fremont, Newark and Union City, California. The Position
The District is recruiting to fill one position, either as an Environmental Compliance Inspector II or Environmental Compliance Inspector III.
Incumbents perform inspections of industrial and commercial facilities for compliance with federal, state and local regulations and permit conditions related to urban runoff, pollution prevention and pretreatment requirements. Inspectors take follow-up action, including appropriate enforcement actions which comply with the District?s Enforcement Response Plan.
Inspectors also review and evaluate permit applications and issue permits, calculate fees, perform sampling activities, prepare a variety of manual and computerized reports, and interact with
industries, other agencies, commercial establishments, residential customers, and other regulators.
The Inspector II is a sub-journey level position, and the Inspector III is a journey-level position. Inspector II?s are eligible to promote to Inspector III as they gain experience, achieve proficiency, and obtain appropriate certification(s). The Ideal Candidates Will Demonstrate:

Minimum Qualifications
Education and Experience
The EC Inspector II requires two years? college with one year of chemistry with lab and one year of biology or other environmental science AND one year of relevant experience such as a Wastewater Treatment Plant Operator, a Laboratory Analyst in a wastewater treatment plant, or a technician in sampling, inspecting, enforcing, or chemical testing relating to environmental control. An additional year of relevant experience may be substituted for one year of college. Experience directly related to a pollution prevention/urban runoff program is highly desirable. Must obtain California Water Environment Association Grade I Industrial Waste Inspector Certificate within 24 months of appointment to position.
The EC Inspector III requires two years? college with major course work in chemistry, biology, environmental science, or a closely related field AND two years? experience as an Environmental Compliance Inspector II at the District or its equivalent. Must obtain California Water Environment Association Grade II Industrial Waste Inspector Certificate within 24 months of appointment to position.
Knowledge of (at a II or III level, as indicated):
? Common laboratory analyses, sampling, and flow measuring methods and equipment (II & III)
? Basic pollution prevention regulations and principles of urban runoff and pretreatment compliance (II)
? Principles and methods of industrial & municipal wastewater treatment and related safety procedures (II & III)
? Wastewater & water quality regulations & standards, including those related to pollution prevention, urban runoff, and pretreatment (III)
? Federal regulations for classifying industrial users (III)
? High technology industrial processes, including those used in the pharmaceutical & metal finishing industries and hard disk and semi-conductor manufacturing (III)
Skill in (at a II or III level, as indicated):
? Reading, interpreting, applying and explaining procedures(II) / complex procedures(III), rules, regulations & laws relating to water, wastewater and urban runoff
? Conducting basic (II) or more complex (III) environmental compliance inspections
? Reviewing and evaluating all but the most complex permits (II level assists; III level performs)
? Making arithmetic calculations
Ability to (at a II or III level, as indicated):
? Learn to operate District-specific computer programs (II & III)
? Research regulations relating to urban runoff & industrial compliance issues & industrial processes and products (II assists; III performs)
? Prepare a variety of manual and computerized records, reports and correspondence (II & III)
? Learn basic environmental engineering and hydraulic concepts (II)
? Follow oral and written instructions (II & III)
? Accurately observe and document situations and report observations (II & III)
? Establish & maintain effective relationships with others; work with others to solve problems (II & III)
? Work independently in a responsible manner and complete work in a timely manner (II & III)
Other Requirements of Both Positions
? Physical characteristics to perform the work, including climbing ladders and lifting 50 pounds
? A valid Class C California driver?s license, satisfactory driving record, and the ability to be insured by the District to operate District vehicles
? Both classifications are covered under the provisions of the District?s Memorandum of Understanding with SEIU Local 790 and employees are required to either join the Union or pay a monthly service fee.
Benefits
? Excellent benefits package valued at approximately $22,900 (II) and $24,400 (III) annually for employee with two or more dependents for:
? Medical, dental, vision care and life insurance for employee and dependents up to $1,130/month
? Two weeks vacation per year (increasing with longevity); and 13 paid holidays
? Public Employees? Retirement System 2.5% @55. The District contributes 6% of the 8% required. Employees participate in Medicare portion of Social Security only.

? Alternate Work Hours Program allowing employees an additional day off during each two-week period
? A Deferred Compensation plan is available.
