Environmental Department Manager

Purpose:  This position provides leadership and direction for the Environmental and Pest Management activities of the EH&S Directorate. 

 

Supervisory Role:  This position has 4 Branch Manager (Environmental Services, Pest Management, Compliance and Pollution Prevention), 1 Supply Technician, 1 QA Specialist and 1 Administrative Assistant positions reporting directly to it:  Manages a department of over 150 personnel.Essential Duties and Responsibilities1. Provides managerial direction for the Department including the following:a. When openings occur in the department, interviews and selects qualified candidates for staffing requirements.

b. Provides direction and instruction to subordinate staff, providing regular feedback and regular appraisals.

c. Counsels subordinates, up to and including discipline or termination recommendations.

d. Follows company management policies and procedures in the application of managing subordinates, and other decision-making as required by the position.

e. Participates in career plan development for subordinates.2. Participates in general meetings, providing information, advice and insight, as it pertains to the the company.

3. Develops and delivers monthly briefings on the past months operations and successes to

U.S. Army staff and CSA Management.3. Maintains up-to-date information and knowledge on new developments in the area of Environmental, and Pest Management.  Seeks out best practices within the industry and internationally to ensure continuous improvement within the organization.4. Performs other related duties as required.

 

SUMMARY OF RESPONSIBILITIES: Responsible for developing, establishing and maintaining policies, programs and procedures which ensure compliance with environmental requirements established by the Overseas Environmental Baseline guidance Document (OEBGD), Kuwait Final Governing Standards (FGS) applicable Army regulations, and contract provisions.  Interfaces with senior management in US Army and within CSA, Ltd. Provides overall management of environmental and pest management programs to ensure compliance, prevention, restoration, and natural and cultural resources management are met.  Serves as the point of contact (POC) for all ISO 9000 and 14000 related activities, including internal audits, program reviews and certifications.  Provides leadership and oversees the activities of 4 Branch Managers and their programs to include Environmental, Pest Management, Pollution Prevention and Compliance.

 

Environmental - Provides technical oversight and management of all compliance, pollution prevention, restoration, and natural resources and endangered species programs for the ASG-KU area of operations as stated in the CSSC-K contract.  Regularly interfaces with senior US Army environmental, engineering, and command personnel.  Provides leadership and technical guidance in the areas of hazardous waste, hazardous materials, polychlorinated biphenyls (PCB), asbestos, spill planning, wastewater, drinking water, restoration, pollution prevention and medical waste management.  Responsible for all aspects of hazardous material/waste handling, storage, sampling, characterization, transportation, and disposal to include interface with DRMO and the Kuwaiti EPA. 

 

Coordinates and leads the CSA, Ltd. Hazardous Material Spill Response Team and reports directly to the Project Manager, President, and ASG-KU Commander on matters concerning HAZMAT spills/emergencies.  Ensures that all ASG-KU contractor personnel are follow the applicable standards and requirements of the U.S. Army, Overseas Environmental Baseline Guidance Document (OEBGD), and Kuwait Final Governing Standards.  Supervises Environmental Branch Manager and provides guidance to environmental specialists and engineers as needed.

 

Pest Management ? Provides technical oversight and management for the ASG-KU Pest Management Program. Ensures that the program meets all requirements of the CSSC-K contract, US Army regulations, OEBGD, and the Final Governing Standards of Kuwait. Responsible for the development and implementation of the Integrated Pest Management Plan (IPMP). Supervises Pest Control Branch Manager and provides guidance

Essential Knowledge, Skills and Abilities

 

MINIMUM QUALIFICATIONS:

 

EXPERIENCE:  A minimum ten years credible experience in environmental engineering and/or safety (industrial hygiene) management.  Experience at an overseas military installation desired.

 

EDUCATION:  A minimum bachelor?s degree in industrial safety and/or environmental science.  Masters degree in Safety or Environmental area strongly desired.  Experience may be substituted in place of graduate education, if directly related. 

 

CERTIFICATIONS/REGISTRATION/LICENSING: Environmental Engineer, Certified Safety Professional (CSP), Certified Industrial Hygienist, (CIH), or Certified Hazardous Materials Manager (CHMM) required.

 

SECURITY CLEARANCE: Must possess or be able to obtain a U.S. Secret Security Clearance.

 Work Environment and Physical Demands

1. Office environment.  Work days:  Saturday through Wednesday.  Hours:  6 AM ? 5PM, except Wednesday, 6 AM ? 3 PM.  48 hour work week.
