ENVIRONMENTAL SPECIALIST II (Environmental Quality Enforcement/Compliance Specialist), #P1062

Starting Salary:  Negotiable up to $52,000

 

The Northern Virginia Regional Office is seeking a qualified applicant to fill the position of Regional Enforcement Specialist. This position is responsible for individual case enforcement primarily in the various Water and Waste programs in the region.  On assigned cases, conducts investigations to determine appropriateness of charges, conducts site visits and file reviews.  Interacts with regulated party, industry consultants, agency compliance staff, and agency permit staff in order to determine enforcement approach.  Prepares Enforcement Recommendation Plans and draft Consent Orders or other Compliance Agreements for review by management, and with approved enforcement action negotiates settlement of enforcement action with regulated party.  Prepares legal notices and paperwork for State Water Control Board presentation.  Provides enforcement expertise to regional staff.  Prepares referrals for agency proceedings, hearings, or other enforcement alternatives.

 

Qualifications:  Demonstrated knowledge, skills and abilities to include: environmental law and regulations; environmental programs and science; legal principles; PC operations and word processing; negotiations; analytical research; case/project management; interpersonal skills; and advanced oral and written communications.
