Project Specialist

Substation Operations is seeking to recruit a highly motivated candidate who demonstrates a strong commitment to environmental excellence and understands the vital importance of personal accountability. A Bachelor's degree in a related discipline such as safety, engineering, physical science (chemistry, geology, etc.) or environmental science is required. In addition, 5 years of related Environment, Health and Safety experience is necessary. Must possess strong organizational, decision making, and oral and written communication skills. Must have the ability to interact effectively with both internal and external customers and be of a proactive nature. Must have knowledge of environmental, health and safety regulations and have training in company environmental, health and safety procedures including, GEIs, CEPs, and CSPs. Must be proficient in the use of the Company's incident reporting system - E2MIS - and the use of the Impromptu program. In depth knowledge of techniques and experience with projects involving the investigation and remediation of contaminated sites and the technical aspects necessary in those projects is required, as is the understanding of the Company's MGP and Appendix B programs. Knowledge of how to interpret chemical analyses and the determination of action based on the results is necessary. The candidate must be able to convey technical information to employees in a concise, understandable manner. The candidate should also have a working familiarity with word processing, spreadsheet and database packages and possess excellent writing and oral communication skills. Master's of Science degree. Knowledge of hazardous waste regulations and previous experience with the Incident Command System. Knowledge of the ISO 14001 program is also desirable. Previous experience with the Incident Command System and ISO 14001 is also desirable.

The Project Specialist is responsible for managing SSO's remediation program and the oversight of the spill report close-out process. Will have interaction with the NYSDEC and other regulatory agencies on environmental investigation/remediation projects and spill issues. Be the Subject Matter Expert on Spill reporting issues, cleanup of spills and investigation/remediation of contaminated sites. Will manage consultants and contractors as part of these activities and be responsible for obtaining and creating written reports. The Project Specialist manages various projects involving the investigation and remediation of oil and other contamination involving existing substation and new properties. Will manage phase II investigations and make recommendations. Ensure that spill reports are properly closed out in accordance with DEC requirements and work with the NYSDEC on various projects and committees. Responds to Substation emergencies and takes appropriate ICS role. Assists with oversight of environmental contractors during site remediation efforts. Performs other tasks as assigned by the EH&S Section Manager.
