ASSISTANT DIRECTOR OF COLLECTIONS

LOCATION: DIRECTOR'S OFFICE/COLLECTIONS/PHOENIX

 

*This position is NOT covered under the Arizona State Service Merit System.  Salary is dependent upon education and experience.

description of duties:
The Assistant Director of Collections is responsible to oversee and provide leadership to the Collections division management team and staff.  Manage the collection activities for the state?s Special Operations, Field and Office collection functions.  Establish and implement departmental collection policy and ensure consistent application.  Ensure that key operational measures of the Collections division are consistent and recommend overall operational policies.  Meet and confer with representatives of the Attorney General?s Office, other government agencies, business communities and tax practitioners on collection related issues.  Confer with the Deputy Director and/or the Director in the management of the Collections division and in formulating the Collections division policies and procedures.

Responsibilities also include, but are not limited to the following:

? Directs and administers the development of policies, procedures, and practices of the  Collections division.

? Works in conjunction with the Director and or Deputy Director to develop and implement long-term strategic goals and objectives to ensure effective operation of the Collections division.

? Represents the Collections division on multi-divisional or agency-wide projects.  Commits division resources agency-wide.

? Approves cooperative programs and joint actions with other divisions and agencies. 

? Directs utilization and prioritization of staff and resources.

? Approves personnel action requests, including hiring and promotion of staff, discipline action up to and including dismissal.

? Administers the Collections division budget. 

compensation/benefits:
$74,424 - $101,104 annually

knowledge, skills and abilities:
This position requires a command of management principles and communication techniques.  Demonstrated knowledge of concepts and practices of accounting, planning, management analysis, licensure, and government operations.  Demonstrated knowledge of Arizona tax laws and of the Arizona Revised Statutes, Administrative Rules and Regulations associated with taxation Federal and IRS bankruptcy code.  The constitutions of the State of Arizona and the United States, Court decisions involving collections, State personnel rules and procedures, business law principles, dispute resolution techniques.

Highly skilled in maintaining and improving interagency cooperation and interaction pertaining to collection practices.  Management skills in achieving objectives while motivating and empowering employees to operate independently.

 

Ability to communicate with division staff, business officials, tax practitioners and other government officials.  Ability to interpret and implement federal and state laws.  Ability to analyze tax laws and apply that analysis to a wide variety of factual situations.  Ability to operate a large and complex division, within budget.

 

desired qualification:
The successful candidate will have a Bachelor?s or Masters Degree involving major study in Business Administration or related field and three to five years in a management/leadership position that includes leading directly through subordinate managers.
