Our mission is to protect, preserve and promote the health and well-being of all Boston residents, particularly those who are most vulnerable.

 

DUTIES:  Within Boston Emergency Medical Services, senior level position oversee all the administrative and financial operations of EMS under the direction of the Chief of Department and ensure that all services assist in meeting the mission of BPHC are in compliance with all relevant policies and procedures.  Participate with the Chief and senior leadership team in strategic planning including the areas of operations, human resources and collective bargaining, organizational improvement, training and information systems.  Work with the Chief in determining policy and procedures to ensure the coordination and effective implementation of all EMS administrative functions and in overseeing all aspects of financial planning and budgetary performance.  Direct and coordinate several EMS units and functions including Budget, Information Systems, Support Services, Human Resources, Billing and Data Management.  Ensure the efficient operation and coordination of Human Resources, Budget, Information Systems, Support Services, Billing and Data Management and related functions; Identify the strengths and challenges in each administrative unit and develop and implement a strategic plan for improvement; Develop and ensure the implementation of policies and procedures to create effective, efficient operations; Develop and implement communication and management systems to allow for the coordination of all administrative functions and to ensure communication/adequate information flow within the organization; Lead planning for human resources, including the development of collective bargaining strategies; Oversee the development and monitor the annual operating budget and insure the submission of financial reports and recommendations in a timely manner; Assists in the development of the annual capital budget; Prepare the summary reports of key activities/issues that require the attention of the Chief; Interact with internal and external partners such as BMC to ensure coordination of all administrative functions; Represent EMS at a variety of meetings and functions at the request of the Chief; Supervise the managers of several administrative units and provide feedback to ensure that their performance be of high quality, financially prudent and consistent with the laws and ordinances governing the conduct of municipal government; Participate as a member of the senior staff to promote the effective implementation of the EMS mission and programs. 

Work in a confidential capacity with the Chief.  Meet regularly with the Chief regarding all aspects of program operations, including but not limited to matters pertaining to program staff and other confidential matters. Operate independently.  Use independent judgment and discretion to make decisions affecting the program and staff as it relates to program operations/services and BPHC policy.  Provide supervision to assigned staff.  Make and recommend management and personnel decisions regarding program, including but not limited to promotion, transfer and assignment of staff, and imposition of discipline.  Represent management in grievance and arbitration process, including but not limited to hearing and adjusting grievances, and attending grievance and arbitration hearings.  Develop, implement and manage projects and/or initiatives related to the program for the provision of services and/or to ensure effective operations and compliance with established standards and/or contracted goals and objectives.

Assume responsibility for individual issues, projects or administrative matters as directed by the Chief. 

Performs other duties as required.

MINIMUM  RESIDENCY QUALIFICATIONS:

Living in the actual city of Boston is required, or willingness to move to Boston within 6 months of hire.

This is a City Ordinance and a minimum requirement of all positions at BPHC. 

If you do not live in the city of Boston but are willing to move into Boston, please state so in your cover letter. 

Non-Boston residents who do not indicate willingness to move will not be considered for employment.  Relocation assistance is not provided.

 

MINIMUM  POSITION  QUALIFICATIONS:

BA/BS required; an advanced degree in either public or business administration is strongly preferred.

Minimum 5-10 years of progressive experience in a wide range of management positions, with at least 3 years experience in a Senior management position.

Superior communication and leadership skills are required.

Experience in financial operations, budgeting, labor relations and human resources essential. 

Knowledge of information systems and relevant technology is required.

Familiarity with Boston, its neighborhoods and customs would be a practical advantage.We do not sponsor foreign nationals.

SALARY: $75,000 ? 85,000 annualized range, DOE

HOURS:  FT Senior - exempt level position; evening and weekend work required. May be required to be on-call or carry a pager
