TITLE:Emergency Service Director

DEPARTMENT:Response



IMMEDIATE SUPERVISOR: Chief Executive Officer



DATE: June 23, 2006



 

I.  Position summary (Describe purpose and function of job)

Under the general direction of the Chief Executive Officer and in cooperation with the Disaster and service delivery committees, provides leadership to plan, organize, direct, coordinate, implement, and evaluate the response activities within the chapter area of responsibility.

 

Provide management oversight to disaster and military programs including staff, budget, program execution and strategic planning. Provide direction and procedural guidance to paid and volunteer staff. Implement and maintain a 24/7 on call system to respond to10 county area. Provide oversight and direction during disaster operations and for the execution of daily activities and maintaining the operational readiness of the program.  Supervise assigned professional and support staff in the areas of all departmental operations.  Identify and develop volunteer and paid human resources to serve as leadership in the all areas of disaster services and related functions. Attend exercises and evaluations representing the American Red Cross, its? resources, policies and procedures.

 

II.  Position requirements:  Must have knowledge of: Red Cross organization, policy and procedures; community organizations and preparedness programs, organization and management principals; specific knowledge of Red Cross Armed Forces Emergency Services and disaster policies and procedures; ability to interpret response policies, procedures and philosophy to staff and volunteers, and to outside individuals and groups;  ability to deal effectively with people to insure an effective and timely response and Red Cross to community disaster problems; ability to direct a disaster operation effectively, utilizing Red Cross and community resources.

 

A BA degree in Business Administration, Public Administration, Education or Social Services is required.  A master?s degree in a related field is highly desirable.

 

III. Other comments which might be helpful in understanding the requirements of the job:  The services provided by the response department are mandated by the 1905 national Charter awarded by congress, and as such, are of the highest priority.



IV. Supervision of work of others:  Must possess the capability of supervising the staff and volunteers of the response department in their day-to-day activities.  Candidates must also have the ability to supervise staff and volunteers involved in varied levels of disaster operations.

V. Supervision required:  Must be innovative in thought and action, capable of analyzing a situation and making a decision based upon sound knowledge and judgment, independent of direction and guidance from management.  The Director is expected to keep management apprised of all response activities.

 

VI.  Major duties:

 

?In cooperation with the disaster and service delivery committees, disaster chairman and CEO, annually establish achievable, realistic goals and objectives and update the long-range plan for the response department.

?Administer all programs related to the chapter performance standards relative  to the response department throughout the chapter area of responsibility, in accordance with established Armed Forces Emergency Services and Disaster Services guidelines. 

?Establish and maintain cooperative and working relationships with groups and organizations concerned with the delivery of social and emergency preparedness services.

?Promote the development of volunteer leadership and maximum utilization of volunteer leadership and maximum utilization of volunteer workers, to insure mission accomplishment by the Emergency Community Services Department.

? Meet or exceed Standards of Excellence, ICP2 for the Chapter, as they relate to Services to Armed Forces, Disaster Services and International Services.

? Annually, supervise the updating of the Chapter Emergency Community Services 5 ? Year Plan, and insure that the coordination necessary for successful implementation has been carried out.

?Annually, in cooperation with the Emergency Community Services Committee, prepares the proposed Emergency Community Services budget for management?s presentation to the United Way.

?Be involved in the annual fund raising efforts as assigned by the Chief Executive Officer.

?Perform any and all other duties commensurate with ability to carry out the mission of the American Red Cross to mitigate the suffering of humanity or other duties in support of the total Red Cross program deemed necessary by the Chief Executive Officer.
