Position Responsibilities General:? To support management, organizational and business tasks, consults as a subject area expert in grants management and logistics, program management and relevant functional processes, information technology systems needed by customers to solve complex technical and programmatic decisions and problem. Functional processes including but not limited to, engineering, science, logistics, asset management, operations, research, program management, risk,? finance, acquisition, etc.? Collaborates with Departments of Homeland Security, Education and Office of Personnel Management customer(s) to determine specific needs and requirements and to counsel within the expert area, including overseeing task execution.? Provides expert analyses and advice in specific areas to support management, organizational and operational business decisions.? Participates in meetings, task groups, team reviews, and other environments to assist in collaborative results.? Conducts site visits, investigations and studies to gather information.? Prepares reports, presentations, and papers to document findings, opinions, and recommendations.? Supervises teams engaged in accomplishing tasks and supports personnel on the technical aspects of assigned work.? Responsible for a wide range of design, development, analysis or review tasks, while providing supervision of contributing technical personnel.? As the team leader, responsible for complete and quality analyses reviews, and delivered product/service.? Acts as and is recognized as an expert resource on complex programmatic or technical problems.? May lead teams and act as a mentor to team members.? May provide management and leadership to a task group with overall responsibility for cost, schedule, performance.? Responsibilities include select, train, advise, evaluate, schedule, supervise and direct personnel, either directly or through project subordinate supervisors.? Develop, interpret and implement technical and administrative operating policies and procedures.? Maintains technical project responsibility for assigned tasks and advises management of progress in support of the technical and administrative direction of project operations.

Manage the full range of operations that serve specific federal account customer needs; generate respect and trust from staff, consultants, and partners; demonstrate strong work ethic and attitude of a team player. Set clear goals; assign responsibilities; measure performance and manage feedback to achieve quality and timely results.? Instill a performance-based culture when required, take action in ways that minimize adverse circumstances, emphasize mutual respect and secure the best outcome for the organization and customers. Exercise astute judgment in making and standing by decisions that will serve the long-term interests of the customer and business. Manage the communication and implementation of these decisions to maximize acceptance.

Communications Management:? Develop and implement internal communications process and procedures to improve information flow and mutual understanding between customers, staff, consultants and partners, and streamline communications.

Change Management:? Manage the culture change from entrepreneurial, on-the-fly management and memory-based resources to a more structured, corporate organization with greater accountability, stronger internal process and communications, and more comprehensive resources available. Manage resources and interrelationships to achieve successful implementation of change processes and strategies. Provide an overview for the change in its larger context. Manage conflict caused by change. Develop and implement change strategies and provide direction.

Operational:? Direct and track operational activities, oversee internal work flow and communications among staff and participate in evaluating the financial impact of related actions being considered by the company. Maintain current knowledge and interest in activities of direct reports and functional expertise and be accessible to assist direct reports with problems. Demonstrate excellent working knowledge of current issues in expertise areas with strategic contacts within the industry and customer market and interfaces.

Financial Management:? Ensure that the financial operations are handled in a consistent and timely fashion. Manage and oversee department budgets, expenses, capital expenditures, salaries, bonuses etc. Ensure that appropriate financial information is available to project managers and customers.

Technology Management:? Optimize information and management systems to maximize the performance of the organization; select, implement and upgrade systems and capabilities; oversee electronic communications, including database, website, computer network (intranet), and training of personnel on how to access relevant information.
?
Resource Management:? Ensure that the appropriate resources are in place to best serve customers and staff. Manage information and resource gathering and dissemination of same as needed for best performance. Oversee support and administrative staff and/or marketing support staff as allocated to this responsibility. Oversee recruitment strategy in order that recruitment matches need and strategic business plans.

Professional Qualifications??????????? Must have strong hands on business management experience including strong managerial, communication and presentation skills. He/she will have worked in the federal government service-focused professional services environment. In addition there must be evidence of impact, leadership and broad general business acumen. He/she must be a mature businessperson with unquestioned integrity, one with bandwidth and flexibility to thrive in a dynamic, hands-on environment.
