CCC Prog Area Business Mngr

Description:
Manage a variety of financial, operational, and business administration activities to support the CCC Program Area Manager in new business development and program management initiatives. Interact effectively with internal and external customers of APL at various levels to support the dynamic business needs of this $40M/year Program Area. Partner with the Business Areas Technical and Program and Project Managers in developing Statements of Work (SOWs), deliverables, and resource requirements (manpower, material, subcontracts, and STE) for Task Assignments in support of the CCC Program under the NAVSEA prime contract. Review the requests for proposals for task orders. Proactively work to meet the proposal requirements. Take lead in assisting the CCC Program Managers in the generation of Staff Manpower Planning, and other program briefing documentation. Take the lead in managing the business operations of the CCC Programs and projects. Generate and update program plans, prepare progress and status reports, alert Program Manager to outstanding business and financial issues, and monitor the financials and update the direct task spending and funding plans in support of program/project managers. Prepare and present financial and business information to the Sponsor organizations as required. Provide financial support to APL Directors Office Reviews and Sponsors Program Reviews and requests for information in preparation for Reviews as required. Design and maintain staffing prediction graph, and individual Programs staffing projection histograms. Maintain overall Programs PMR Report. Update Forecast Pages on a monthly basis. Provide business, financial, analytical, and proposal lead to the CCC Program Managers in their pursuit of opportunities in DoD. Design and manage the business development process, including generation of cost estimates in preparation of Department proposals and review/coordination of other Department proposals supporting the CCC Program Managers. Interface with a variety of external business-related contacts on behalf of the Program Manager, interpreting and designing the business mechanics appropriate for strategically managing the multiple contractual, financial, and business practices represented by these entities. Demonstrate innovation in resolving complex and non-standard business issues such as: solutions to issues in the areas of funding modifications, security requirements, data access, sponsor reporting, contract negotiations, billing, auditing, and accounting practices. Accompany the PAM, Program and Project Managers, and APL Contract Administrators to sponsor locations, as required, to provide program specific expertise and lead discussions with regard to program funding and developing or expanding contractual arrangements with APL. Initiate and maintain proactive contact with sponsors and their financial managers to establish superior communication and understanding of sponsor reporting needs and develop clear and concise monthly financial reports tailored to the sponsors needs. Support reporting of financial CDRLs. Facilitate BA or department processes and procedures for conducting cross-enterprise work effectively and efficiently. Engage in interdepartmental communications to identify process improvements and resolve issues. Work closely with the Contracts, Subcontracts, and Purchasing groups to identify problems with existing processes, develop innovative solutions, and successfully manage issues and concerns arising from proposed changes.

Qualifications:
Required:
Highly motivated self-starter, capable of independent operations with excellent communication, interpersonal and problem solving skills. Business, contracts, and/or financial background with education at the Bachelors level, preferably in Business Administration, Accounting, or an equivalent discipline or equivalent experience. At least 10 years of applicable experience in program fiscal management and/or contract administration activities. Ability to analyze and clearly communicate statutory, regulatory, and contractual requirements issues to management. Experience in project management associated with program planning, estimating costs, tracking program costs, monitoring status of ongoing projects and technical project documentation.

Desired:
Advanced business and/or government contracting degree. Experience with APLs business systems: RMIS, FPB, MDW, SA, PDP, OCES, and MSS. Understanding of/experience with Intellectual Property matters related to technology inventions.
