Carrier Cost Financial Manager

PURPOSE:

Manages the financial processes, reconciliations and integration of the CCM team into the financial systems of TWTC. This position will concentrate on the development, testing, implementation and consistent, accurate use of thorough and effective financial processes. In addition, this position is responsible for reconciliation with the general ledger of the financial impacts of TWTC invoices received from Carriers, plus coordination and communication of the reconciliation status.

MAJOR RESPONSIBILITIES:

* Manages and reports on the reconciliation to the general ledger of View Logic financial activity, including that of expenses, disputes, dispute liabilities, credit capture and use, and misapplied payment liabilities.

* Develops, tests, trains, implements and monitors the financial processes and controls used by the CCM team to correctly and accurately record and process invoices received from TWTC carriers.

* Manages the financial processing and reconciliation of these invoices, plus the integration of the financial transactions and records of the CCM team activities into the financial systems of TWTC which must be done in accordance with Sarbanes-Oxley compliance requirements.

* Manages and reviews the reconciliation of invoice and dispute aging by vendor. Coordinates with the Analytic Manager and the Production Manager to ensure issue resolutions are recorded correctly.

* Shares accountability for the team?s progress toward the Dispute Win quarterly target.

* Develops and implements a training program for each Carrier Cost Sr. Analyst, Analyst and Invoice Reviewer to ensure an understanding of the financial components involved in successfully processing the Carrier invoices. Includes training the staff to utilize the View Logic (VL) system to audit TWTC's invoices.

* Assists with the administration of the VL system and/or implementation of software enhancements to facilitate TWTC's efficient utilization of the system.

* Manages and maintains The Carrier Cost Analyst Incentive Plan and metrics reporting. The Manager will work with the Director to set benchmarks for the Plan. Manager will utilize reports from VL to set appropriate and realistic goals, to analyze progress, and to report on Plan results.

* Represents CCM in interdepartmental projects that involve CCM and manages the CCM impact and presence in those projects.

* Develops, implements, and maintains departmental Methods and Procedures to conduct bill validation, reconciliation, and dispute resolution, as well as other efforts undertaken by the team.

* Provides reports as requested to Management and internal TWTC Departments.

* Complete special projects and other duties as assigned.

 

QUALIFICATION REQUIREMENTS:

* Five years plus in Accounting, Telecommunications, Carrier Cost Management and/or Financial Analysis.

* Two years in a position requiring leadership or supervisory responsibilities.

* Several years operating experience in telecommunications or related industry.

* Ability to demonstrate and apply critical thinking, analytical procedures, and problem-solving techniques

* Working knowledge of transport and local interconnection arrangements and network architectures.

* Strong interpersonal and communication skills required.

EDUCATION/EXPERIENCE:

* Bachelors Degree in Accounting or Finance is required.

* Demonstrated success in financial analysis, conflict resolution, project management, and meeting facilitation is required.

* Strong computer background required. Experience with Excel, access and Word is required and with ViewLogic (or other line cost carrier invoice system), TBS, Remedy, CDI, and LATTIS is preferred.

* Ability to read and analyze Carrier tariffs, interconnection agreements and contracts.

* Demonstrated ability to perform well under the pressure of multiple tasks and aggressive goals in a highly dynamic environment.
