ITT, Advanced Engineering and Sciences (AES) Division, is seeking a Financial Analyst Specialist, Requisition # AES4115, for our Washington, DC location. The position description is as follows: Assists the Formulation and Planning leads in the development of fiscal year budgets and annual performance measurement goals for the Telecommunications Services Group (TSG). Prepares government cost estimates with the use of work breakdown structures. Provides analytical reviews of Operational (Ops) and Facilities and Equipment (F&E) appropriations. Ensures that budget requests are within the guidelines provided by TSG Management. Coordinates annual Spend Plan activities. Reviews justifications and impact statements submitted by TSG Program Managers. Conducts contractor support analyses as required. Develops briefing materials as required. Recommends and implements improvements to processes as necessary. Interfaces daily with TSG Management, Program Managers, and Technical Leads on budgetary matters.

Candidates are required to have a Bachelors Degree in Accounting, Finance, or Business with at least 8 years of work experience. Experience developing, administering, executing and tracking budgets, preferably in government setting is desired. Familiarity with the Federal budget and performance measurement processes, and government accounting procedures and regulations required. Experience with Work Breakdown Structure methodology and the use of MS Project required. FAA experience is highly desirable. Minimal travel is possible.
