Financial Budget Analyst

The Colorado Community College System is the state's largest and fastest growing system of higher education.  We are unique in the country in terms of our governance and oversight responsibilities.  The System has governance responsibility for 13 state community colleges offering a variety of career and academic programs.  Additionally, the System assists the State Board for Community College and Occupational Education in exercising certain curriculum and funding authority over 4 area vocational schools, 2 local district community colleges, and career and technical programs in over 150 school districts throughout the state. 

 

This announcement is for two positions.  One is for a general budget analyst position and the second will be assigned to lead the capital asset and maintenance areas of the budget.  Each person in these positions will provide quantitative and analytical support to Budget Director in directing the budget activity for the Colorado Community College System, and providing legislative assistance in the System agenda.  Both positions report to the Budget Director.

 

Duties and Responsibilities:

 

Positions assist in developing budgets for community colleges, area vocational schools, and the central office of the System.  One position will specialize in capital and controlled maintenance analysis.  Both will support the Budget Director as the System liaison to state efforts on budget formats and instructions, and provides special financial analysis as needed.

 

Each will Support the Budget Director in the following roles:

1. Helps formulate budget formulas, general fund revenue, tuition rate and revenue procedures to the Budget Director.  Works with the colleges' budget staff to prepare the annual operating budget for all colleges.  Works with CCHE and OSPB in coordinating budget data collection issues, including information requested for legislative fiscal notes.

 

2. Serves as budget analyst for the central office including IT, CCCOnline, Grants and Facilities. Participates in the occupational education budgeting process.  This includes developing budget requests for program distributions (Colorado Vocational Act, Local District Colleges, and Area Vocational Schools).

 

3. Helps to develop the system office budget, monitor expenditures, maintain vacancy savings status reports and initiate needed cost center budget changes.

 

4. Works with System Controller, College Business Officers, and others on budget issues.

 

5. Helps to ensure that overall system budgets are in balance and reconciled to the Long Appropriation Bill and other appropriation bills, board actions and grants.

 

6. Provides technical assistance to college business officers in developing budgets, analyzing impact of enrollment changes and improving operations.

 

7. Performs other duties as assigned including, but not limited to, SBCCOE requests for analysis.

 

8. Monthly, quarterly, and annual monitoring and reporting of college actual expenditures compared to budgets.

 

9. Provides technical assistance in budgeting to community colleges.

 

10. Functions as point of contact between colleges and system office.

 

Minimum Qualifications: 

 

Required:

?  Bachelor?s degree 

?  Minimum one year of experience in finance, planning and analysis

?  Requires spreadsheet expertise and experience in transferring data between desktop and mainframe environments 

?  Requires excellent written and oral communications skills as well as the ability to perform   quantitative analysis 

?  Strong organizational abilities and attention to detail 

 

Preferred:

?  Colorado Higher Education experience desirable 

?  For the analyst who will support the capital asset area, experience with the State capital construction process and/or experience with capital estimating
