Head of Procurement

Description:
The mandate of the Procurement department is to develop and implement strategy for all purchasing related functions and optimize business processes internally by driving sourcing involvement to minimize total costs to the business. The Procurement department will coordinate management of vendor relationships and oversee contract management process and support overall corporate initiatives related to spend management.

The Head of Procurement will be responsible for contract management, RFP development, contract risk and benefits analysis, contract negotiations and supplier selection as well as the selection, implementation and management of procurement systems and processes bank-wide.

Key Responsibilities:
* Manages the selection process, development and administration of an optimal e-sourcing tool for supplier selection, management and pricing Creates negotiation strategies and objectives and leads negotiations with suppliers as required
* Establish partnerships with regional/global suppliers as well as select approved suppliers with in ING GROUP worldwide.
* Manages and coordinates all market analysis and bid sourcing activities, negotiate and prepare purchase orders; and enter and maintain orders in the new system.
* Investigates and identifies viable sources of supply to meet needs
* Facilitates the reduction of spending and develops sourcing plans with key internal customers
* Develop long-term partnerships with high performance suppliers based on quality, cost, delivery and responsiveness.
* Develop supply chain management strategies for bank to enhance cost savings
* Conduct timely reviews with suppliers to measure performance against contractual standards.
* Ensure that vendors and suppliers performance meets defined expectations.
* Track contract compliance through MIS analysis.
* Benchmark industry practices vs. internal practices vs. ING GROUP global processes
* Identify savings opportunities through supplier consolidation, process reengineering, contract negotiation, and standard adjustments.
* Makes appropriate recommendations to Management
* Serve as a key member of ad hoc cross-functional project teams

Qualifications:
* Bachelor's degree required, advanced degree a plus
* Concentration in Supply Chain Management preferred (CPM)

Experience Required:
* 8-10 years experience in a global procurement environment required
* 3 years experience purchasing for or in an IT environment preferred
* 3 years prior management experience
* Prior experience successfully building the procurement process from the ground up strongly preferred
* Strong focus on strategic planning and effective change management
* Superior negotiation and contract management skills
* Extraordinary communication and presentation skills
* Previous Financial Services Experience preferred
* Ability to extract data, develop metrics and scorecards to put into useable business strategies

Technical, Language and other Specialized Skills:
* Proficiency in MS Word, Excel, PowerPoint, Outlook and Internet
* CPM/CPIM certification preferred

Working Conditions:
* Ability to travel 15-20%

Physical/Mental Requirements:
* Must possess strong ability to deal with problems and manage change
* While performing this job, the employee may be exposed to computer components for long periods
* Must have a clear appreciation of tenets of good corporate governance
* Must thoroughly understand and apply the Company's/Group's business ethics policy
