Junior Program Analyst - Financial Background

Required Education: Bachelors degree; Finance or related field preferred

 

Qualifications:

 

Qualified applicants should possess excellent writing skills, demonstrate analytic abilities, and be an energetic self-starter.  Experience producing and formatting publications, letters, and reports a must.  Financial systems experience a plus.

 

Required Technical Skills:

 

Expert knowledge of MS Word, MS Excel, and other applications including and Adobe Acrobat required.  Intermediate knowledge of MS Access also required.

 

Travel Required: 0 - 5%

Job Description:

The primary function of this position is to provide support to program managers in four main areas: (1) writing and editing; (2) producing and formatting publications and reports; (3) program planning and analysis; and (4) proposal preparation. 

 

Job duties include but are not limited to:

o Writing and Editing: excellent writing and editing skills, including short and long narratives, technical reports, and meeting summaries.

o Financial Calculations: data corrections, calculations, and repayment tracking.

 

o Federal/State Program Planning and Analysis: experience providing management support to Federal or state government programs in the areas of program implementation, planning, and/or analysis.

 

o Proposal Preparation: experience preparing contract proposals and/or grant applications to Federal or state government.

 

Specific Duties:

 

Support Housing projects.  Lead repayment system process, including data corrections and calculation over-funding.  Send out notification letters regarding repayments.  Assists with management of very detailed data tracking, verification, and analysis.  Help maintain and create relationships with clients.  Participate in weekly status conference calls.

 

Key Tasks Include: 

 Repayments: Process all relevant documentation and perform over-funding calculations.  Maintain a log in Access of calculations and relevant documentation. Initiate repayment agreements including deadline information.  Track repayments.  Verifying and Updating Data:  Verify data corrections and challenges, update the formula database on an ongoing basis, assess the database or data quality, and maintain appropriate computer back-ups of data.  Maintain a log and paper/electronic trail of all corrections requested and the status of the corrections.Assists with Updating the Electronic Library: Update e-library consisting of standardized language that has been approved by the government project manager and used in the most recent letter responding to similar correction or challenge requests.  Post this library, with secure log-in access, and maintain it on the World Wide Web.Assists with Policies and Procedures Handbook: Update the policy and procedures handbook for use by the client in administering the project.  Assists with Reviewing & Revision Guidelines and Forms: Update Census challenge, Formula Response Form, and Formula Allocation documents to ensure these documents meet regulations.Assists with Provide Customer Service: Maintain a toll-free customer service line to answer questions by clients regarding their data or formula allocation.  Also, answer faxes, mail, or any other method of general information requests regarding the formula.  Attend national conference to provide information and technical assistance.

 

Other Duties:

 

Reports to Program Manager(s).  Works independently. Has regular contact with trades people, technicians, outside vendors, contractors and governmental agencies to include local municipalities. Responsible for selecting and ordering materials or components as necessary for projects, repairs, or inventory within level of signing authority. Responsible for scheduling and prioritizing own work. Operates associated tools and equipment required to perform functions of the job.  Abides by and adheres to all normal safety or security rules and regulations. Reports infractions of safety or security rules and regulations.  May be responsible for leading or providing work direction of other facility, technical personnel and/or contractors. Maintains knowledge of changes in the relevant trades field(s) as well as currency in any required licensing.  Performs other duties as required or assigned, which are reasonably within the scope of the duties listed above.
