PRINCIPAL CHIEF II – Chief-Hospital Rate Regulation

Health Services Cost Review Commission (HSCRC) Baltimore, Maryland, is seeking a Chief of Hospital Rate Regulation to assist the Associate Director of Hospital Rate Regulation in administering, directing and coordinating the rate setting activities of the Commission. Duties include; supervision and coordination of the implementation of the Commission?s Charge per Case System ("CPC"); oversight of the daily application of the Commission?s Alternative Rate Setting Methodology ("ARM"); and assisting in the formulation and application of the conceptual and technical framework of the Commission?s rate setting methodologies. The CPC and ARM are two of the main tools utilized by the Commission to carry out its rate setting mandate. Requires a master?s degree in business administration, accounting, finance, economics or closely related field. Knowledge of health care financing concepts as evidenced by at least three years work experience with a hospital, health insurer, managed care organization, consulting firm or health regulatory agency, two years of which involved the supervision of professional staff is required. Three years of work at a senior level in one of the above listed organizations may substitute for the master?s degree requirement. The successful candidate must possess superior quantitative and computer skills; the ability to effectively communicate and interact with staff as well as senior level hospital officials, attorneys, and other health care officials; superior analytical and negotiating skills to oversee and resolve rate review and related technical matters. The successful candidate must also demonstrate an appreciation of planning and operational implementation of policy initiatives. Salary Range: $54,301 - $87,183 per annum.
