Payroll Operations Analyst

Job Summary Description: Responsible for the accurate and timely administration of a multi-frequency and multi-state payroll for a large (12,000) multiple pay frequency, multi-legal entity population. Position is responsible for frequent interfacing with other functional areas to establish and administer sound payroll practices and is responsible for analyzing job and tax information to reach sound and logical conclusions to maintain integrity of payroll database.

Major Responsibilities
- Ensure payroll is executed within appropriate SOX controls at all times.
- Work in a team environment to effectively audit and reconcile payrolls prior to confirmation in conjunction with internal procedures and recommendations by Internal Audit.
- Identify concerns with processes and offer recommendations of change.
- Develop methods and regularly audit employee data to verify the accuracy and integrity of system data ? initiate corrections as needed and identify process/procedure changes to minimize or eliminate data inconsistencies.
- Assist with timely and accurate processing of monthly, quarterly, and annual bonus payments ? FSIP, AZIP.
- Assist remote sites on all aspects of hourly employee pay processing on a bi-weekly basis. Ensure paychecks/deposit advices are forwarded based on agreed upon instructions.
- Effectively administer military and LOA payments.
- Administer wage attachments.
- Analyze and perform accurate corrections to previously issued checks, (reversals, reversal/adjustments).
- Collaborate with Compensation to coordinate deduction of overpayments from bonus paychecks in compliance with state laws and guidelines.
- Perform routine audits. Manually perform appropriate changes to tax panels that did not occur due to changes made through ?correction mode? in PeopleSoft.
- Ensure all address changes, which require modifications to current taxation are handled timely and accurately. Evaluate for under or over withholding and adjust accordingly.
- Ensure all federal, state and local compliance issues are met. Identify, research, and recommend new processes or changes to current policies/procedures to ensure compliance.
- Process manual tax adjustments and understand impact on employee records and reconciliation of Tax area.
- Ensure all state and local tax withholdings are set up on a timely basis for all employees. Research and validate all exemption from tax scenarios for federal, state and local taxes.
- Analyze and reconcile state and federal taxable wages for all paygroups in various pay frequencies.
- Prepare annual ACH calendar to facilitate timely submission of ACH files to bank.
- Effectively interpret employee pay earnings and tax records to ensure accurate processing of all W-2 information. Review, analyze and complete W-2 corrections as requested.
- Participate in year-end processing for the accurate preparation of W-2 information.
- Define annual pay calendars for all companies and paygroups.
- Work effectively with HR Call Center on the timely receipt and processing of education assistance payments in accordance with AZ policy and IRS Regulations. Analyze any payments processed through A/P for inclusion in income.
- Interface with Benefits and Bright Horizons on child care deductions.
- Collaborate with all HR Partners to clarify or educate on payroll practices.
- Collaborate effectively with HR, Benefits, Compensation and IT to ensure timely receipt of all external payroll source documents according to established deadlines and schedules. Evaluate documents for appropriate action and perform function to initiate accurate payments to employees. Understanding of HR Policies is needed.
- Work with HR to ensure timely and accurate payment of all wages to terminated employees based on state laws.
- Work with the HR Call Center to assist in the timely and accurate resolution of employee inquires. Respond and resolve employee issues in a timely fashion.
- Effectively collaborate with Tax Dept., Compensation and HR to properly develop and administer Special Pay Programs.
- Effectively interface with external departments to ensure timely processing of imputed income files and other rewards and recognition program incentive payments.
- Maintain updated payroll/tax information on website and assist with self-service site applications
- Stay abreast of current changes in FLSA and Wage and Hour Laws
- Provide assistance with special projects
- Other duties as assigned when necessary


Responsibilities

- Associates degree in Accounting/Finance with appropriate level of business experience OR at least 4 years of related experience
- 3 ? 5 years of payroll experience
- Understanding of IRS, DOL and FLSA regulations
- Understanding of state tax and unemployment regulations
- Proficient in Microsoft Office
- Excellent verbal and written communication skills
- Experience with automated payroll systems
- Ability to work independently
- Ability to work in fast-paced environment

- Associates Degree in Accounting/Finance or 4 years of business/related experience
