Proposal Manager

Key Role: Maintain responsibility for the development of the proposal development process from RFP release to final submission, including the reviewing of RFP, establishment and refinement of win themes, developing responses with SME’s, and creating a logical flow of information for a winning response. Manage multiple task order proposals from pre-release of RFP’s through delivery, including establishing and managing timelines and milestones, identifying proposal approaches, and assisting in identifying the content, data, and subject matter expertise required to support the approach, including technical, staffing and pricing that provide the highest probability of winning. Identify client requirements and develop a plan to respond to specific evaluation criteria and SOW and PWS requirements in the RFP while developing a proposal management plan that provides direction for proposal writers and direct coordination. Work with pricing, graphics, business leads, and senior leadership facilitating the proposal development process across the firm and with teammates. Ensure all documents of task order proposals, including technical, cost, and past performance undergo adequate reviews, are of high quality, are delivered on time, and are archived. Update and improve proposal processes, templates, and supporting infrastructure based on lessons learned, updated government direction, and office needs. Mentor and train staff on proposal-writing and development and assume similar roles for the occasional larger proposals.



Functional/Industry Knowledge:


-8+ years of experience with proposal management, including the technical approach


-4+ years of experience in the space defense community


-Knowledge of government RFP structure and the interpretation of Sections L and M


-Ability to identify required data and content in that structure and assist SME’s with developing a technical approach


-Ability to manage a direct and virtual team and work closely with company leadership


-Ability to work independently, take the initiative, multitask with little oversight, and lead teams


-Possession of excellent interpersonal, listening, and problem-solving skills


 


Education/Certifications or equivalent required:
BA or BS degree in a related field required
