Senior Project Control Analyst
SAIC, a Fortune 500 company with more than 43,000 employees with offices in over 150 cities worldwide is seeking qualified candidates to fill its Project Control Analyst IV position located in Layton Utah (Salt Lake City). This position will support the Logistics and Engineering Services Division in the Logistics and Engineering Solutions Business Unit and report directly to the Division Manager. Qualified candidates will be able to successfully complete Project Control responsibilities while fulfilling the Business Unit Operating Model which includes the core competencies of self-reliant sites, teamwork, growth focus, accountability, integrity, business smarts, people building, client delivery focus, positive work environment, and responsiveness.
This position will be responsible for independently managing the day to day aspects of Project Control for the Division. Primary responsibilities include providing hands on support to projects and proposals inclusive of ensuring adherence to Sarbanes-Oxley, Generally Accepted Accounting Principles (GAAP), and company financial policies and procedures for projects, partnering with other support functions (Finance, Contracts, Procurement, AR, HR, etc) to solve difficult issues and enhance efficiencies, ensuring the Project Control function is positioned towards its primary customers the Project Managers (PMs), Division Manager (DM), and functional partners (Finance, Contracts, Procurement, AR, HR, etc), and supervising and mentoring junior Project Control staff.
Candidates should have comprehensive knowledge and mastery of Project Control and have at a minimum eight years directly related experience controlling projects of varying size, complexity, level of risk, and contract type (Cost Plus, Fixed Price, Time and Material, and hybrids). This includes taking the lead role in the areas of development and maintenance of Work Breakdown Structures (WBSs) and related dictionaries, Basis of Estimates (BOEs), Resource Loaded Networks (RLNs), Budgets, Estimates at Completion (EACs), implementation of earned value methodologies, schedule management, critical path analysis, earned value reporting, risk management, including the development of Quantitative Risk Analysis Matrices (QRAMs), projection analyses, cash flow analysis, and profitability for projects and proposals.
While performing these duties candidates will need to communicate and collaborate with Project Managers, Control Account Managers, Contracts personnel, senior technical personnel, and other functional or support organizations. This position will work independently while contributing to the team. Candidates should be hands on, proactive, services minded individuals that are interested in working hard and growing the business.
Required Skills
This position requires a Bachelor's Degree in Business Administration or a related discipline, 8 years of experience in Project Controls, a comprehensive knowledge and mastery of this field, and the ability to complete difficult and complex assignments. Candidates should have served in a lead role and trained others, have a strong background working with multiple contract types: Firm Fixed Price (FFP), Fixed Price Incentive (FPI), Fixed Price Level of Effort (FPLOE), Time and Materials (T&M), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), and hybrid contracts, and have Earned Value Management experience. This position requires the skills to create a course of action or solve a problem by conducting research, conceiving and developing new and innovative ideas, theories, and/or solutions, and predicting possible outcomes. Candidate will be expected to investigate and interpret technical and/or complex information, and supervise, motivate, lead, and teach staff. Candidates must possess management and diplomacy skills. The position requires excellent MS Excel, and Project Management software (e.g., Project Scheduler, Primavera, Open Plan, Microsoft Project) skills, and familiarity with SOX requirements and implementation. Candidates must have a strong ability to communicate and partner with all support functions (Finance, Contracts, Procurement, AR, HR, etc).
Desired Skills
SAIC Project Control management experience. Working knowledge of BRIO, Deltek Costpoint, SAP Enterprise Software, SAIC COMeT and SIMIS software. EVMS/IBR/ANSI 748 development and implementation experience. Active participation with SAIC SG-20 policy and process inclusive of Group and Corporate reviews.
