Senior Regulatory Policy and Rates Analyst

1.  Role and Scope of Position:

The position, under the limited direction of the Director, plans, develops, administers and supports regulatory filings and requirements that are designed to meet the objectives of the Company subsidiaries and satisfy the requirements of regulatory agencies.  This position provides the Company with regulatory and administrative support in order to timely and accurately submit regulatory filings.  Works closely with the Legal Department in the research, analysis and filing of regulatory and other legal documents.  Works closely with the Pricing and Revenue Requirements Departments in responding to regulatory interrogatories and filings.  Provides a high level of project management expertise.

2.  Essential Functions:

?  Performs regulatory reporting services to assess, analyze, advise and disseminate information on emerging business and regulatory issues both locally and nationwide.

?  Participates in the scheduling, coordination, submission, monitoring and support of regulatory filings to state and federal agencies for the NSTAR Companies.

?  Assists lower level staff.

?  Reviews regulatory developments and participates in ensuring regulatory compliance.

?  Prepares tariff filings, rate and contract filings submitted to regulatory agencies.

?  Provides assistance in the development of effective communications concerning utility rates, regulation and related matters with both internal and external audiences.

3.  Technical Knowledge/Skill/Education/Licenses/Certifications:

Technical Knowledge/Skill:  Requires a blend of business, economic and legal skills along with effective written and oral communication skills.  Familiarity with historical, existing and emerging regulatory polices and requirements.  Ability to use PC desktop applications (e.g., Microsoft Word and Excel).

Education:  Requires a Bachelor?s Degree in Business, Economics, Statistics, related discipline or equivalent experience.  Advanced degree preferred.

Experience:  Minimum of five (5) years related experience.
