The NYC Health Department, a progressive government public health agency with 6,000 staff and $1.5 billion budget seeks a Controller.

? Oversee the units of Fiscal Management, Payroll/Timekeeping and Accounting and Reconciliation.
? Oversee accounts receivable/payable and miscellaneous payments; contract registration; payroll and timekeeping; and central accounting, reconciliation and cash management functions.
? Develop, implement, and monitor policies, procedures and support systems with respect to these functions and ensure compliance with all applicable standards and directives from City oversight entities (including the New York City Comptroller, the City Office of Payroll Administration and Financial Information Systems Agency) as well as State, Federal and non-governmental entities.
? Oversee initiatives to improve operational efficiency and effectiveness with respect to financial transactions.
? Prepare reports on Agency expenses, revenues and outstanding obligations, including ensuring timely, accurate and comprehensive information required for claiming various forms of State, Federal and non-governmental reimbursement.

Candidate should have 5+ yrs experience in financial management including progressive supervisory and managerial responsibility. Strong background in accounting and cash management is essential; public sector financial management experience (in particular City government experience) and experience in business process re-engineering and and/or improvement highly desirable.
