Responsibilities

Provides expertise in the execution of Base Realignment and Closure (BRAC) on behalf of the Commander, Navy Installations Command (CNIC). Works independently or as a project team lead responsible for providing functional and technical guidance related to the complex business implications of BRAC for the Department of the Navy. Provides intellectual capital to the full range of programs supported by the CNIC BRAC office, to include supporting CNIC's role in data call analysis, Integrated Project Team deliberations and recommendations, BRAC budget formulation and review of regional business plans as well as executing final realignment and closure decisions of BRAC 2005. Works independently or as a project team lead responsible for providing technical guidance related to the business implications of the application of various systems. Provides technical consulting on complex projects. Devises and/or modifies procedures to solve the most complex technical problems related to computer equipment capacity and limitations, operating time and form of desired results. Creates detailed specifications from which programs will be written.

Requirements

Principal Business Systems Analyst requires ten to twelve years of related experience; Lead Business Systems Analyst requires seven to ten years of related experience; Business Systems Analyst requires five to seven years of related experience. Expertise in the execution of Base Realignment and Closure (BRAC). Experience to include corporate staff and knowledge of Department of Defense; Department of the Navy; Department of Defense budget processes; proven Project Management skills so as to independently manage the headquarters level, day-to-day issues that arise in the execution of a large-scale, multi-million dollar execution initiative affecting local communities, personnel, facilities, logistics, construction, property management - all on strict timetables and budget constraints. Knowledge and experience in shore installation management, Navy Base planning or similar largescale planning. Knowledge of military, base, installation, or garrison management, organization, and function, including base operating support (BOS); knowledge of related private/public sector business practices applicable to military base support functions, including best practices in the delivery of public works, city-type services, and partnership arrangements to carry out shore installation management functions and processes; knowledge of shore installation management functions including the provision of personnel support services to include morale welfare and recreation, child care, housing, operation of military seaports and airports, shore facility management, military construction, repair of real property, utilities, provision of emergency services and communications, environmental and safety policies, and physical security. Requires bachelor's degree (in Computer Science or related field) or equivalent.

Must have current Secret security clearance.
