Job Requirements:
A BA/BS in Business Administration, Public Administration or other related field or an equivalent combination of education training and experience. A minimum of 3 years working with California Legislature. Demonstrated experience in policy development and legislative analysis. Demonstrated ability to coordinate and manage identification, monitoring, and analysis of legislation pending in the California legislature in direct support of corporate reporting and lobbying activities consistent with company and department goals. The candidate must have experience in coordinating the timely identification of legislation impacting the company and its customers. The candidate must be able to report pertinent information to affected Business Units, and where necessary, coordinate the preparation of letters and supporting documents for communications with California legislators and their staff. The candidate must also ensure that legislations potential impact on utility operations is reported to the Legislature and the Administration in a timely manner. The candidate must have a demonstrated ability to coordinate development, maintenance, and training of a network of legislative reviewers and coordinators in all Business Units who will provide bill analysis, and to maintain strong working relationships with these individuals and their management. The candidate must have a demonstrated the ability to work directly with the Legislature. The candidate must be able to present information to committees, members and staff on legislation as assigned and as required for protecting and enhancing the interests of Edison, its customers as well as Edison International.
Preferences:
Degree: MBA/MA/MS. Advanced degree in Political Science, Public Affairs and Administration, or related field. Detailed familiarity with the state budget committee hearing process.
Typical Responsibilities:
This position is to monitor and report on legislative hearings and related activities of interest by the Legislature and Administration to the staff and management of the Sacramento Office and other interested SCE personnel, as appropriate, and to coordinate office activities in this regard. It is to prepare weekly and annual reports on the activities of the Sacramento Office. In support Edisons lobbying agenda, particularly legislative activity related to assigned topics, this position is to build and maintain relationships with legislators and their staff, and develop and maintain a working understanding of Legislative Rules and Procedures as they may impact SCE lobbying efforts. It is also to develop and maintain relationships with other entities and public affairs organizations that work in areas associated with assigned topics. This position is to travel to Corporate Headquarters at least one day a month to meet with Business Unit managers and legislative analysts to maintain a current understanding of policy developments and business activity, and to ensure the continuation of an effective review organization. This position is to coordinate SCEs participation in national and regional legislative activities such as the National Conference for State Legislatures and the American Legislative Exchange Council. This position is to coordinate corporate legislative identification, review and analysis, and alert the Sacramento Office and Business Units to California Legislative measures affecting the company, its customers and its affiliates, support the SCE lobbying agenda consistent with corporate goals, lead on legislative issues as assigned.
