ESSENTIAL JOB FUNCTIONS
Provides technical assistance and guidance to cities, County departments and community-based organizations to determine project eligibility and effect implementation; assures compliance with CDBG regulations, contract requirements, federal record keeping/documentation requirements and local policies; monitors and reports on the progress of projects; prepares correspondence for program participants; evaluates, assembles and inputs data for contract development; performs related duties as assigned.
DESIRABLE QUALIFICATIONS
Education or training equivalent to graduation from a four year college or university with a bachelor's degree in Public or Business Administration, Public Policy, Urban Planning or a related field; and one year administrative staff experience in federally funded grant programs. Desirable experience would include working for a grant-funded, non-profit or community-based organization providing housing or community development services; employment or internship with a public agency in planning, development or community services; or development project contract administration, budgeting and monitoring.
Ability to interpret and apply laws and regulations pertaining to federally funded grant programs; compile and analyze information; evaluate financial and statistical information; communicate effectively both orally and in writing; and to establish and maintain cooperative working relationships with staff, other agencies, and the public.
Possession of a valid California Driver?s License, a satisfactory driving record, and a reliable insured vehicle are required. Section 3 compliant. Commission employment is contingent upon continued Federal funding.
Division management will establish and implement screening criteria to comparatively and fairly evaluate the qualifications of all applicants, based on the application materials submitted and the needs of the Division. Only those applicants, whose qualifications most closely meet the needs of the Division, will be invited for an interview appraisal and written exerccise. Those applicants who do not complete the application form and supplemental questionnaire may be disqualified.
