FEDERAL CONTRACTING SPECIALIST
We seek an ex-Federal Contracting Officer or ex-Federal Contract Compliance Officer. One who is recently retired and looking for significant residual income would be ideal.
Successful and relevant experience includes:
* Develops acquisition plans by studying agency type, quality, quantity, and delivery requirements; forming procurement teams; reviewing previous acquisition plans; completing market research; identifying commercial or Government resources; deciding between lease or purchase.
* Prepares contracts by requesting and considering the advice of field specialists; establishing type of contract and contracting method; drafting, reviewing, or approving specifications or statement of work; preparing the solicitation; selecting sources; establishing performance and delivery schedules; obtaining financial protection against losses; determining transportation; employing value engineering approaches.
* Selects contractors by promoting competition; soliciting bids; managing bidding process; examining contractor qualifications; reviewing, evaluating, and approving contractors' purchasing and subcontracting systems; ensuring that contractors receive impartial, fair, and equitable treatment; adhering to guidelines restricting foreign purchases, and EXTRA CREDIT FOR EXPERIENCE promulgating socioeconomic programs; studying cost, quality, and timeliness of the delivered product or service; negotiating terms and conditions; approving first article test results.
* Approves contracts by evaluating bids or proposals; rendering determinations based on findings; examining proposals and pricing; signing and distributing contracts; publicizing contract actions; resolving tax questions; following procedures for the determination, negotiation, or allowance of costs, and for contract financing and payment.
* Administers contracts by conducting production surveillance; preparing contract modifications and change orders; assuring quality production; assigning or requesting contract audit services; considering protests; processing contract disputes and appeals; reviewing contractor audits, reviews, inspections, and examinations; ordering work suspensions or stoppages; voiding, rescinding, and terminating contracts.
* Maintains procurement information by assembling, organizing, and presenting contract placement data according to the uniform reporting requirements for the Federal Procurement Data System (FPDS); establishing, maintaining, retaining, and disposing of files and records according to guidelines; making information available to the public.
* Reduces costs by minimizing duplications and excessive requirements; managing risks.
* Maintains public trust by conducting business with integrity, fairness, and openness; avoiding any conflict of interest or the appearance of a conflict of interest; enforcing all laws and regulations; protecting procurement and classified information; submitting disqualifications; reporting suspected antitrust violations; adhering to Federal Acquisitions Regulations (FAR), and labor and environmental protection policies and laws; honoring rights involving patents, data, and copyrights; applying the Cost Accounting Standards Board (CASB) rules and regulations.
* Prepares reports by collecting, analyzing, and summarizing data and trends.
* Updates job knowledge by participating in educational opportunities; reading professional publications and regulations; maintaining personal networks; participating in professional organizations.
* Accomplishes organization goals by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.

Who we are
We are a GSA Advantage contract holder. We are a certified Federal 8(a), SDB, and a small business. We specialize in providing Clerical and Administrative temporary contract employees to the Federal Government. Our web site is www.newlinkstaffing.com.
Our problem is the fact that what we sell, Clerical and Administrative Support, is not purchased by itself by the Federal Government. You must find long-term temporary Clerical and Administrative Support contract employee opportunities for us.
RFQs posted on Federal contracting web sites such as Fedbizopps are found to be lacking for us because we seek temporary employee placements that are greater than six months in duration. You must find opportunities not listed in Fedbizopps.
These opportunities can be located anywhere in the US. Whether it is a situation where a Government employee is leaving and there is a need to replace that person with a temporary employee, another contractor's contract termination forces the Gov't to find a successor contractor, or it is a project sold to the Federal government by an engineering firm or a management consultant, there are requirements for general clerks, database specialists, and secretaries. These are the contract employees that we specialize in hiring, managing and supporting. Our SDB status will aid you in finding new contracts.
Your responsibilities include finding the opportunity, nationwide, and bidding on it, subject to pricing approval. That's it. We provide the rest: employee hiring, contract invoicing, and employee management.
This is an independent contractor position. The right person could work out of his/her home, keeping in contact through phone, fax and email.
Compensation:
Draw against commission. Commission is one third of gross profit per contract employee placed.
Example: Average actual contract employee placement compensation equals approximately $100 per week for the life of the placement. Our goal is to place a maximum of 60 contract employees over the next 12 months. If for example, you can provide five new long-term placements each month for the next year, your compensation for the year could total approximately $156,000.
You would build upon this income each successive year. Because we specialize in placements greater than six months, if 50 of your original 60 placements lasts a complete second year, you would be remunerated approximately $260,000 for them. (50 placements times $100 times 52 weeks.) Additional placements made the second year would add to that sum. And so on.
