Title: IT Contract Analyst - JVN #1535 (multiple openings)
Salary Range to $74,000 plus Excellent Comprehensive Benefits Package
Work Location: New York, NY (Downtown)
New York City's fastest growing Department, the Department of Information Technology and Telecommunications (DoITT) is a nationally recognized provider of customer service based IT solutions and services. DoITT provides an array of services to other City agencies as well as directly to the citizens of New York through the 3-1-1 Citizen Services Center, NYC TV, NYC.gov, and its GIS, Data Center and Telecom Divisions.
JOB DESCRIPTION:
(New York City Residency required within 90 days of appointment)
- Work with Project Managers to develop RFP's, Bid Documents and other solicitation documents;
- Manage and monitor the evaluation of vendor responses, ensuring vendors are treated equally and fairly;
- Coordinate and oversee pre-bid conferences, vendor presentations and vendor site visits;
- Ensure compliance with all laws, rules and policies governing the procurement of goods and services in New York City;
- Ensure sound business practices and controls are adhered to and the winning proposal will translate into a viable contract;
- Interface with vendors;
- Prepare contract registration documents;
- Maintain current and accurate database of contracts;
- Monitor contract expenditures and expirations, initiating change orders, renewals and new solicitations as required;
- Monitor contract compliance, including facilitating the annual performance evaluation of vendors;
- Liaison with the Law Department, the Mayor's Offices of Contracts, the Office of Management and Budget and the Office of the Comptroller.
PREFERRED SKILLS:
- Two years related work experience with preference given to those with experience working with hardware, software, IT consultant and telecommunications contracts;
- Working knowledge of the NYC procurement processes;
- Experience working with New York State Office of General Service Contracts and General Services Administration Schedules;
- Demonstrated knowledge of Information Technology and/or Telecommunications systems and the dynamics of the technology marketplace;
- Ability to work on multiple and a variety of concurrent projects;
- Ability to present facts and recommendations effectively in oral and written form;
- Commitment to customer service excellence and teamwork;
- Excellent communication, presentation and facilitation skills;
- Proficiency in the use of word processing, spreadsheet and database management programs.
CIVIL SERVICE QUALIFICATION REQUIREMENTS:
1. A Master's Degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field and one year of satisfactory full-time professional experience working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, fiscal management, or in a related area. -OR-
2. A Bachelor's Degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in '1' above.
