MANAGER OF CURRICULUM DEVELOPMENT
AGENCY DESCRIPTION:
The Department of Small Business Services (SBS), an agency of 250 employees and a $100 million budget, makes it easier for companies in New York City to form, do business and grow by providing direct assistance to business owners, fostering neighborhood development in commercial districts, promoting financial and economic opportunity among minority- and women-owned businesses, and preparing New Yorkers for jobs and linking employers with a skilled and qualified workforce. At SBS, City workforce development and economic development programs are housed in one agency for the first time, enabling the City to position, train, and place jobseekers based on business demand.
SBS manages seven NYC Workforce1 Career Centers across all five boroughs of New York City. Operated in coordination the New York State Department of Labor and the City University of New York, Workforce1 Career Centers provide jobseekers with a full array of employment services including job placement, career advisement, job search counseling, and skills training. The Centers are co-located with NYC Business Solutions Centers, which provide businesses with access to skilled labor through customized recruitment and training initiatives tailored to a company?s specific needs.
JOB DESCRIPTION:
SBS seeks a candidate who will manage projects related to the administration of employer-driven occupational skills training. The ideal candidate will build upon his/her background in education, workforce development, evaluation, or occupational training. The candidate will report directly to the Executive Director, with latitude to exercise independent judgment.
Major Areas of Responsibilities Include:
- Establishing and Driving Standards for Curriculum:
-Developing tools to collect data via focus groups, evaluation, and surveys for all New York City training providers.
-Identifying specific high-quality elements in training provider occupational curriculum.
-Evaluating teaching methods for effectiveness.
-Creating evaluation tools for distinct occupational training courses.
-Driving policy to ensure that only training providers that meet the highest-quality standards are available for Workforce1 Career Center jobseekers.
- Matching Occupational Training to Employer Needs:
-Providing technical assistance for all training providers to align their curriculum with the needs of employers.
-Developing career-ladder strategies that enable jobseekers to use training for long-term career advancement.
- Strengthening Assessment Tools:
-Developing and improving assessment tools to identify the skills gaps of the Workforce1 Career Center jobseekers.
-Ensuring that a range of occupational training is available to meet the identified skills gaps.
-Collecting and analyzing outcome data for jobseekers that enter occupational training.
- Building Partnerships:
-Creating partnerships and opportunities for leverage with non-profits, unions, colleges, and employers who provide quality training that reflects innovative best practices in occupational training in New York City.
PREFERRED SKILLS:

-Excellent evaluation and quality assurance skills
-Strong knowledge of adult education as it relates to training and workforce development
-Ability to deliver flow charts, process flows and evaluation criteria
-Ability to organize and drive projects to timely completion
-Strong presentation, writing and communication skills
-Ability to create partnerships with multiple stakeholders
-Strong work ethic and attention to detail
QUALIFICATION REQUIREMENTS:
A baccalaureate degree or masters degree from an accredited college and 5 years of satisfactory full-time paid experience in business administration, policy or political science, financial management, public relations, education, or economic development.
